Information Request MCU18 0166
Officer: Lisa Pienaar Direct Telephone: 07 53296514 Our Reference: MCU18/0166 Your Reference: NBN-4NBZ-4POM-5145-Cooran 24 October 2018 nbn C/- Aurecon Australasia Locked Bag 331 BRISBANE QLD 4001 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. MCU18/0166 Street Address: 244 Tablelands Rd Cooran Qld 4569 Real Property Description: Lot 22 SP 148684 Planning Scheme: The Noosa Plan (8 June 2018) INFORMATION REQUIRED The information requested is set out below: The Infrastructure Uses Code in Noosa Plan has 2 central themes – Health and Safety and Visual Amenity. This information request is centred on this. Issue – visual impacts The maximum height is nominated to ensure towers are visually integrated with the landscape or townscape setting so as not to be visually dominant or obtrusive (Specific Outcome O10). Probable Solution S10.3 of the Infrastructure Uses Code seeks for towers to not exceed a maximum height of 25m in a Rural zone. The application seeks approval for a tower with a vertical height of 35 metres which will protrude above existing tree lines and thus viewable from some vantage points. The information material submitted showing visual impacts is incomplete and further information is required. Firstly, Figure 7.7 on page 55 of the submitted document shows view locations Figures ranging from 7.5 to 7.12. View lines photographs then are represented on the following pages referencing only Figures 7.8-7.11. Figures 7.5, 7.6 & 7.12 are not represented. Each of the view line photos provided do not include a photo montage of the tower and associated aerial/s. This makes it difficult to understand visual impacts. The Cooran Tablelands Lookout is located further north of the subject site and the Cooran Township to the south and it is not fully understood if there are any visual impacts on users of this area. Information Required Provide missing view analysis (and photos) for Figures 7.5, 7.6 & 7.12 and additionally from Cooran Tablelands Lookout and from the main streets of Cooran (King and Queen Streets. Include a montage of the finished tower and associated aerials in all view photographs that enables visual impacts to be understood. Include addresses of the nearest properties that relates to each Figure. Provide details about the extent of height of associated aerials protruding above the 35 metre height of the actual tower. Issue – Comparison between existing and proposed tower The Noosa Plan (Probable solution S1.1) requires the co-location of infrastructure uses (in this case communication towers). The information provided suggests that the impacts associated with the upgrade of the existing tower have more impacts than constructing a new tower. It is not known from the application material, why this is the case or what the impacts are. It is important to know why this option was not further explored. Information Required Provide information that identifies the impacts (amenity/visual/health) of upgrading the existing structure in comparison with the proposed structure in the chosen location. Provide a visual analysis that relates to the Figures relating to item 2 of this information request around the upgrade of the existing tower compared with a new tower in the proposed location. Provide details relating the EMS levels associated with the existing communication tower and its potential upgrade and compare this to the proposed tower. Address potential amenity/visual/health impacts that may relate to the 2 closest neighbours. The closest neighbour’s house is 110 metres away and is orientated towards the tower. Issue - earthworks The proposed location for the tower site is on sloping land. The application does not provide details as to the extent of the cut and fill and proposed retaining structures. Information Required Provide plans that show the extent of cut and fill and details of retaining structures (including height) related to the building pad and access. due date for response to information request The due date for providing the requested information is 25 January 2018. Please advise Council of your response to this information request in accordance with section 13 of the Development Assessment Rules. If you do not provide a response before the due date, it will be taken as if you have decided not to respond to the information request and Council will continue with the assessment of your application. other details You can follow the progress of this application online at www.noosa.qld.gov.au.
