7 MANAGEMENT MEASURES
The outcomes of the bushfire hazard assessment indicated that proposed lot 1 is at risk of
bushfire attack and that planning and management to reduce bushfire attack risk is required.
The following management measures are recommended for proposed lot 1:
1. Depending on the ultimate configuration of building envelopes, separation distances
and building classes, future buildings on proposed lot 1 that are located should be
designed and constructed in accordance with either AS 3959:2018 or the NASH
Standard - Steel Framed Construction in Bushfire Areas 9 (National Association of
Steel Framed Housing 2014). Both AS 3959:2018 and the NASH Standard contain
provisions that can be used for construction to resist bushfires in order to reduce the
risk of bushfire attacks. These provisions include requirements for burning debris and
ember protection, controls on the combustibility of exterior materials, and the
protection of openings, such as windows and doors.
2. The site has potential access to reticulated water supply. If reticulated water supply
is available reticulated hydrants should be installed and located in the proposed road
in accordance with the Queensland Fire and Emergency Services (2015) Fire Hydrant
and Vehicle Access Guidelines for Residential, Commercial and Industrial Lots, Water
Supply Code of Australia South East Queensland Service Providers Edition Version
1.3 (August 2019) and AS2419.1:2021 Fire Hydrant Installations or, to the extent that
there is any difference, UnityWater’s Pr11029 - Fire Hydrant Spacing and Location
Technical Note (2023). If reticulated water supply is not available for proposed lot 1,
then a dedicated static supply is required to be established and maintained solely for
firefighting purposes. The dedicated static supply shall have the following
characteristics:
a. Have an on-site volume of at least 5000 litres.
b. be located within 10m of each habitable building but at least 10m from any areas
of potential fireline intensity or other potential sources of fuel.
c. be located either below ground level or of non-flammable construction.
d. be located away from flammable vegetation and other combustible objects.
e. have a take-off connection at a level that allows access by firefighters.
f. allow medium rigid vehicle (15 tonne fire appliance) clear access within six metres
of the tank.
g. be provided with rural fire brigade tank fittings of a 50mm valve and male
camlock coupling and, if underground, an access hole of 200mm (minimum) to
accommodate suction lines.
9 Applies to steel-framed construction only.
