1 Introduction

1.1 Project Description
RECOR was engaged by Pivotal Persepctive to provide a Waste Management Plan (WMP) for a proposed
NDIS residential development on 45 Maple Street, Cooroy.

The site will require some clearing prior to construction of new structures. Further details of the development
can be found in Section 2.1.

Figure 1 – Site Location

1.2 Basis of Assessment
This assessment has been based on the following documents:

◼ Drawings and site plans dated 24/02/2022
◼ Discussions and correspondence with the client.
The drawing number 1000 (Issue A) indicates the locations of the garbage and recycling bins. Please refer to
the architectural drawings submitted along with this report. This report further elaborates on the garbage bin
location and the proposed collection methodology.

This WMP has been prepared based on the following:

◼ Noosa Planning Scheme Policy 9 —Waste Management

2 Development Summary

2.1 Composition
The development consists of 8 x 1-bedroom and 3 x 2-bedroom units and an existing house equalling a total
gross floor area of 939m2. Further details are provided in Figure 2 – Development Composition.

2.2 Waste Generation
Based upon the development composition documented in Section 2.1, the service level requirements have
been generated using Table 5.1 – Minimum Service Levels from the Noosa Planning Scheme Policy 9 —
Waste Management. A summary of the service level requirements is provided in Table 1 – Table 1 – Service
level requirements.

3 Waste System Summary and Responsibility

3.1 Waste Stream Summary
The following waste streams are being catered for:

    Garbage Domestics and commercial waste

Commingled Recycling Recyclable items include paper, cardboard, PET, glass, aluminium, steel, and
                                HDPE containers.

Other Waste Streams The disposal of other waste including hard waste, paints and chemicals shall
be the responsibility of each dwelling. Waste can be disposed and/or
recycled at Council Transfer and Recycling Station.

3.2 Waste Management
In general, waste will be managed using waste storage bins. The responsibilities of the various parties

         3.2.1 Residents
◼ Individual dwellings to manage their own garbage and commingled recycling. They will transfer it to the
waste storage bins available within the complex.
◼ Waste storage bin locations will be accessed by residents on foot.
◼ Property owners will observe signage (refer Section 4.4) and directives of the Owner’s Corporation to
ensure onsite waste activities are not impeded.
◼ A bunded bin wash down area will be provided at the Maple Street frontage of the site allowing residents
to periodically wash out their bins as required.

         3.2.2 Owners’ Corporation Responsibilities
◼ Provide multiple waste storage container areas to reduce distance required for residents to access them.
◼ Ensure that the waste storage container area is tidy and well maintained for vermin and odour control.
◼ Ensure sufficient signage is provided to locate bin locations and residents are aware of the correct type of
     waste for the appropriate bin.
◼ Temporary movement of bins to allow emptying before returning to waste storage container area.

4 Bin Storage

4.1 Bin Locations
Waste storage container areas for the ground floor units are highlighted in red in Figure 3 - Waste storage

The communal bin locations have been sited typically <50m for any residence to allow for ease of access.

4.2 Collection Access
It is proposed that waste collection is limited to kerb side pick-up on Maple and Myall Street as highlighted in
red in Figure 5 – Waste Collection Location. The 8 bins from the ground level will be collected from Maple
Street frontage in the location of the on-street parking that has been removed. The 4 bins from the basement
area will be collected from the Myall Street frontage.

Figure 5 – Waste Collection Location

There is no discernible obstruction that would limit the ability for the service vehicle to operate in the
nominated collection area.

4.3 Amenity
It is expected that the waste storage area will be aesthetically designed to be consistent with the
development with enclosures matching surrounding finishes, with or without a roof.

Waste storage areas are to be ventilated in accordance with AS1668, SC6.18 Planning scheme policy for
waste management code and any other relevant ventilation requirements.

Sufficient facilities shall be provided to enable wash down of waste storage containers. This area will
generally include:

◼ a floor graded to fall to a drainage point located within the wash down area
◼ drainage by means of a trapped gully connected to the sewer, and is designed to prevent rainfall and
other surface water entering the wash down area
◼ as a hose cock located in the vicinity of the wash down area
Waste storage areas will be regularly cleaned to deter vermin. Traps and other pest control measures will be
used to monitor and exterminate pests.

5 Limitations
The purpose of this report is to document a WMP, as part of a development application. It has the following
limitations:

◼ It relates only to operational waste (excludes demolition/construction stages).
◼ It is based on drawings provided.
◼ Volumes presented are estimates only; the actual amount of waste may vary depending on occupancy
rates, waste generation intensity and the operator's approach to waste management.
◼ This report is not to be used for the purposes of estimating operational costs or to document operational
    or safety procedures
