SUMMARY
The key points of this investigation are as follows:
1. The proposed development consists of eight (8) new sheds to be used for meat
Poultry production and associated infrastructure.
2. Roof water runoff and dam runoff is to be recycled to provide Potable water for the
poultry.
3. Runoff from new access roads, car parks and landscaped areas around the buildings
and Bunded Composting Areas is to be treated for nutrients and gross pollutants via
Bioretention Swales, Basins, Swales and Buffers, located alongside the roads. The
treated runoff will then be released as sheet flow within the site.
4. The increase in pollutant loads due to the increase in impervious areas is to be
attenuated.
5. Waste management practices will be used to ensure there are no impacts to water
quality of local waterways.
6. Fertilising of existing Avocado trees utilising composted poultry litter (i.e. poultry
manure mixed with bedding material) will replace the use of commercial fertilisers
and suppression spraying/mulching on the existing Avocado farm.

1. INTRODUCTION
This report is provided in response to an Information Request for the MCU application –
Animal Husbandry Type 2 – Intensive and MCU for an Environmentally Relevant Activity
(ERA 4 – Poultry Farming) at 136 Top Forestry Road, Ridgewood for the Sunshine Coast
Regional Council. The Information request required:
1. An Integrated Stormwater Management Plan that addresses the Noosa Plan - Water
Sensitive Design Code, and
2. A stormwater impact assessment and site based stormwater management plan, to
identify potential water pollutants, proposed treatment trains and provision to address
the Environmental Protection (Water) Policy 2008.
This report aims to address the concerns highlighted by Council and will assess the
proposed poultry farm against the following guidelines:
• Water Sensitive Design Code – the Noosa Plan
• Water Sensitive Urban Design Technical Design Guidelines for South East
Queensland, published by Healthy Waterways
• Environmental Protection (Water) Policy 2008.
The Model for Urban Stormwater Improvement Conceptualization (MUSIC) has been used to
assess the suitability of various stormwater treatment devices and to model existing and
predicted pollution export loads and concentrations from the developed area of the site.

2. DESCRIPTION
The subject site is Lot 21 on SP226606 located at 136 Top Forestry Road, Ridgewood
(Refer Site Location Plan Figure 1.1). The site is bounded by West Cooroy State Forest to
the east, partly cleared rural properties to the west, Blackfellow Creek to the north and Top
Forestry Road to the south. This site is an existing commercial orchard, consisting of
approximately 7000 avocado trees.
2.1 Proposed Works
It is proposed to establish a poultry farm on site, which will include:
Proposed new eight (8) sheds – each approximately100m x 16m in size.
Construct formal gravel roads and carparking.
Drainage swales.
Replace the use of commercial fertiliser with the use of composted poultry litter (i.e.
Poultry manure mixed with bedding material) to fertilise orchard trees. For further
details refer to Preliminary Operational Plan and Myriad International Nutrient
Calculation Report (submitted separately by MWA).
Removal of dead birds off site.
As a result of these works stormwater drainage and treatment devices are required to drain
the development area, attenuate flows and treat stormwater runoff to acceptable levels.
Plans 02 to 04 and 09 to 11 show the catchments identified onsite and the treatment train
proposed for the site. To treat and manage water on site it is proposed for:
• Roof water stored in rain water tanks and dam water is to be treated and then used
to supply poultry drinking water. The rainwater tanks have been sized in accordance
with Water by Design Music Guidelines Version 1, December 2010. The combination
of dams and tanks has been sized to give 99% water supply security.
• New access roads and carparks to drain to Bioretention Swales, Bioretention Basins,
Swales and Buffers.
• Bunded poultry litter composting areas are to be drained to Sediment Traps and then
to Bioretention Basins before discharge to the orchard with overland flow directed to
the dams.
• Reserve bunded area is to be available for storage of poultry litter which exceeds the
estimated amounts from the total number of sheds.
• Overland flow from orchard to continue to be directed to existing dams on site.
In order to receive planning approval from Sunshine Coast Regional Council, this site must
demonstrate that it complies with the Noosa Plan - Water Sensitive Design Code and that
the storm water runoff will not change the surrounding hydrology.
Bioretention basins, Bioretention swales, Sediment traps, grass swales, vegetated buffers
and above-ground roof water tank units (for Poultry drinking water) are required for the site.
These stormwater treatment devices will enable the water quality objectives to be achieved.
Water reuse and water use minimisation will be designed in accordance with the guidelines.
To manage nutrient loads on site it is proposed:
• To replace the current use of hand spreading slow release fertiliser and the use of
weed suppression herbicides with the use of composted poultry litter (i.e. Poultry
manure mixed with bedding material) to fertilise fruit trees.
• Ensure poultry litter is composted and applied as per Myriad International Nutrient
Calculations Report to ensure uptake is maximised and excess nutrients are not
found in runoff.

3. WATER QUALITY MANAGEMENT PLAN
3.1 Proposed On-Site Stormwater Treatment Process
The developed site was divided into MUSIC model sub-catchments as shown on Plans 02 to
04. The proposed treatment train for the development site is illustrated on Plans 02 to 04
and 09 to 11 and listed below:
1. Bioretention Swales will treat the stormwater runoff from the access roads, car parks,
from Catchment F. The Swale is 0.6m wide at the base and will be vegetated with
effective nutrient removal plants. The treated runoff will then be directed to vegetated
areas within the property which eventually drain to dams which use the collected water
for irrigation of the Avocado trees. The bio-retention component of the swales will
remove the nutrients, heavy metals, and retard flow.
2. Grass Swales will treat the stormwater runoff from grassed areas adjacent sheds,
Catchments C, G, GA, H, T, U and W. The Swales will be 0.6m wide at the base and will
not be vegetated with effective nutrient removal plants.
3. Bioretention Basins will treat the stormwater runoff from bunded composting areas,
access roads, carparks and Catchment K and N. The Bioretention Basin’s sizes for the
site are as follows:
• Catchment K and N Bioretention Basin will be 55m2 in area.
• The 70m long bunded composting area Bioretention Basin will be 20m2.
• The 120m+87m long bunded composting area Bioretention Basin will be 50m2.
The treated runoff will then be directed to vegetated areas within the property. The bio-
retention component of the basins will remove the nutrients, heavy metals, and retard
flow.
4. Grass Vegetated Buffers will treat the stormwater runoff from access roads and carparks
from Catchments A, B, D, E, I, L, M, O, P, Q, R, S, V, W1 and X. The vegetated Buffers
will be 5m wide for the length of each catchment and flow from the catchments will be via
sheet flow.
5. Rainwater Tanks will be required to collect water from the new shed roofs. The tanks are
to be above ground with an overflow pipe discharging to the adjacent swales which drain
to on site dams used for irrigation. The tank capacity is to be adequate for the part
supply of poultry water needs and to control humidity in the sheds.
6. Sediment Basins wet coarse Sediment Basins will be required to pre-treat runoff from the
bunded poultry litter composting areas:
• The sediment basin area required for the 70m long bunded composting area is 19m2
• The sediment basin area required for the 120+87m long bunded composting area is
51.1m2
Calculations for sediment basins sizing are in Appendix 8.

3.2 MUSIC Model
3.2.1 Source Nodes
Catchment areas of source nodes within the proposed development have been identified as
sub-catchments such as roofs, carparks, roads and verge areas. MUSIC allows for the
characteristics of these source nodes to be amended to ensure that accurate pollution
generation and hydraulic characteristics are used to generate stormwater runoff within the
model. Table 3.1 below details the sub-catchments used in the MUSIC model, land use,
percent imperviousness and area of each sub-catchment. The MUSIC Modelling Guidelines
for South-East Queensland – Version 1 December 2010 have been used to set level of
imperviousness. The areas around the sheds have been related to a “Commercial” land use
and pollutant export parameters detailed in the Guidelines for this land use have been used
for each node. The composting areas have been related to an “Agricultural” land use.
Figure 3.1 shows the MUSIC model.

areas will be clay capped. These bunded composting areas are to drain to coarse wet
Sediment Basins and then to Bioretention Basins.
3.2.2 Treatment Nodes
The “MUSIC Modelling Guidelines for South East Queensland” Version 1 prepared by Water
by Design and dated December 2010 have been used to set the rainfall runoff parameters
and pollutant export parameters for the site.
The land use types used for this model were “Commercial” and “Agricultural” and the values
in Table 3.7 and Table 3.8 of the guidelines have been used in this model.
The Bioretention Swale provided for Catchment F will be 0.6m wide at the base, 3m wide
overall and 86m long and will be vegetated with effective nutrient removal plants. The filter
depth will be 0.5m and the extended detention depth will be 0.0m. It has a 1% grade flowing
into adjacent grassed areas. The size of this system has been designed in accordance with
Plan 03.
Grass Swales are provided for Catchments C, G, GA, H, T, U and W. The Swales will be
0.1m wide at the base and 4m wide overall and will not be vegetated with effective nutrient
removal plants. The swales will be grassed and have 1% grades and will flow into adjacent
grassed areas.
The Bioretention Basins will treat the stormwater runoff from access roads, carparks,
Catchments K and N, and bunded composting areas. The Bioretention Basins will be:
• For Catchment K and N will be 55m2 in area
• The 70m long Bunded Composting Site Bioretention Basin will be 20m2.
• The 120m+87m bunded composting area Bioretention Basin will be 50m2.
• The treated runoff will then be directed to vegetated areas within the property. The
bio-retention component will remove the nutrients, heavy metals, and retard flow.
Vegetated Buffers are provided for Catchments A, B, D, E, I, L, M, O, P, Q, R, S, V, W1 and
X. Buffers will be 5m wide for the length of each catchment and flow from the catchments
will be sheet flow into the buffers.
Rainwater Tanks have been provided for the total roof catchments as shown on Plans No
1209-02 to 1209-04 and 09 to 11. 100% of the new eight sheds roof area of 1.39 hectares
will be connected to thirty two rainwater tanks. Each tank will have a capacity of 50,000
litres.
It is estimated by Inghams Queensland that in summer each shed will require 13,000 litres
for the cool shed pads cells and a average 9,819 litres for drinking water (ROSS Table 7)
i.e., 22,819 litres total daily use for 30,000 poultry (average shed size) therefore allow a
average 22,819 litres per shed per day. It is noted that sheds are not stocked all of the year
as there is a 2.5 week cleaning period after 7 weeks growing. As such the sheds are
stocked 71% of the year.
Therefore Total water requirements are:
• 22,819 litres/shed/day x 8 sheds x 0.71=Total daily use of 130,394 litres.
• Total monthly use of 3,955,293 litres.

3.2.3 Rainfall Data
The meteorological data used for the MUSIC Model was the data for Cooroy from 01/01/92 –
31/12/01. The mean Annual Rainfall for Cooroy 92 – 02 = 1585mm
The MUSIC Modelling Guidelines for South East Queensland – Version 1 December 2010
details that Cooroy data for 1973 to 1983 should be used. This data has an annual average
Rainfall of 1600mm. It is considered that the 10 year period from 1992 – 2002 has a
relatively close mean annual Rainfall to the recommended 10 year period and as such is
acceptable to use in this case.
3.3 MUSIC Modelling Results
The MUSIC modelling program has been used to investigate the performance of various
treatment options in the treatment train. MUSIC version 5 is capable of incorporating
rainwater re-use in the model. These features have been used in making comparisons
between different stormwater management systems for this report.
3.3.1 Water Quality Objectives
This model meets the pollution load reduction target as detailed in Water by Design Deemed
to Comply Solutions – Stormwater Quality Management (South East Queensland) version
1.0 – Table A-2. The following have been included in Appendix 3.
• The treatment train effectiveness for the system.
• The MUSIC Version 5 Summary Report.
The MUSIC modelling results indicate that the proposed additions to the farm can be treated
effectively by the proposed stormwater treatment train and this system will achieve
reductions in pollutant loads as detailed in Tables 3.2 and 3.3 below.

3.3.2 Assessment of Results
The developed site has been modelled as a series of “Commercial” and “Agricultural” sub-
catchments, which incorporate Water Sensitive Urban Design (WSUD) treatment trains. Plan
No’s 1209-02 to 1209-04 shows the proposed locations of the rainwater tanks, bio-retention
swales, bio-retention basins, grassed swales, and vegetated buffers.
The reductions listed in Table 3.2 above do not comply for Total Suspended Solids and Total
Phosphorus targets. The TSS reduction of the proposed treatment train is 78% which is
within a 2.5% error of reaching the 80% target. Given that the location of the Poultry sheds
is on the ridges of the property and treated stormwater runoff exiting the treatment train still
has to travel through vegetated areas (in the order of 100m to 500m) prior to reaching
surface waters, i.e. onsite dams, Blackfellow Creek, etc, the remaining suspended solids will
be removed while travelling over the vegetated existing farm land.
The Total Phosphorus results for the sheds and roads (Table 3.2) and Bunded composting
areas (Table 3.3) is a 59% reduction and 58% reduction respectively. The target is 60%,
which means the treatment train results are within a 2% error of reaching the 60% target.
Again as the treated stormwater runoff is travelling over 100m-500m through vegetated farm
areas to reach surface waters it is considered the small amount of phosphorus not removed
in the treatment devices will be treated in the onsite vegetated areas before entering local
waterways.
Therefore, it is considered that the proposed stormwater treatment system is currently
sufficient to reduce the pollutants prior to exiting the site.

4. WATER CYCLE MANAGEMENT PLAN
This development has been designed in accordance with Deemed to Comply Solutions –
Stormwater Quality Management (South East Queensland) Version 1.0 – May 2010.
To this end, 100% of the new roof area of 1.39 hectares will be connected to thirty two (32)
rainwater tanks. Each tank will have a capacity of 50,000 litres.
The rainwater tanks will supply water to feed the poultry and will have a top up facility from
one of the five on-site dams.
It is estimated by Inghams Queensland that in summer each shed will require 13,000 litres
for the cool shed pads cells and a average 9,819 litres for drinking water (AVIAGEN Table 7)
i.e., 22,819 litres total daily use for 30,000 Poultry’s (average shed size) therefore allow a
average 22,819 litres per shed per day.
Rainwater tank and dam supply capacity has been calculated in accordance with Appendix
B of EN Health Guidelines on the use of rainwater tanks.
The attached calculations in Appendix 6 show that the thirty two 50,000 litre tanks can
provide a 12.2% water supply security for the birds.
The attached calculations in Appendix 7 shows that the utilisation of just two of the seven
dams on site (each with a volume approximately 5000m3) can on its own supply 99% of the
required water supply for the Poultry’s.
A minimum of 24 hours storage is required to ensure there is sufficient supply for the
Poultry’s in the case of electrical failure. The thirty two 50,000 litre tanks (1,600,000 litres)
provide 12.2% of the security of supply for the bird’s water requirements and provide 12
days storage at average usage.
The tanks will have a top up facility from two of the seven dams to ensure security of supply.
5 FLOODING ASSESSMENT REPORT
5.1 Existing Conditions
This site is not subject to ponding of floodwaters from the adjacent waterways and the Q100
year ARI flood levels. The buildings and carparks are above the Q100 year ARI flood levels.
5.2 Proposed Drainage System
The road surface level is proposed to be drained to either an underground drainage system
or to the verge via sheet flow. The road surface waters will discharge to the existing Avocado

dams at the base of each valley. The dams 1 & 2 shown on plan Plan 01 will have a 5m wide
broad crest weir spillway which will alternate flows to be equal to pre-development
concentrations.
The dam modifications have been modelled to act as a detention basin. The spillway size is
sufficient to reduce the increase in runoff from the roofs (Table 5.1) for a Q5, Q10 and Q100
storm back to predevelopment levels as shown in Table 5.2. Refer to attached Detail

As there are existing gravel roads already along the ridges the effect on runoff from the new
gravel roads is considered to be similar to the runoff from the existing roads.

6. WASTE MANAGEMENT ASSESSMENT
6.1 Potential Pollutants
The proposed Poultry meat farm has the potential to generate pollutants from the following
sources:
ACTIVITY POTENTIAL PROPOSED COMMENTS
POLLUTANTS TREATMENT
Roads, carparking Sediments, nutrients, Bioretention basin, The MUSIC model assesses the
heavy metals, bioretention swale, proposed treatment train for the

reductions are achievable with the
proposed treatment train.

6.1.1 Poultry Litter Application as Fertiliser/Mulch
The proposal involves collecting the poultry litter (i.e. bedding material, such as
straw/shavings, and Poultry manure) and using it as a fertiliser and mulch for the existing
orchards on the site, following a composting process. The composted poultry litter will be
used to replace most of the commercial fertiliser, which is currently used to fertilise the trees.
This composted poultry litter will help increase topsoil depth on the orchard over the long
term. It will also reduce the need to spray for weeds around the trees due to ‘mulch’ effect of
the composted litter acting to suppress weeds.
Composted poultry litter can be a valuable resource to optimise pasture production. It is
mostly organic matter and supplies nutrients, helps hold moisture, improves soil structure
and encourages organisms such as earthworms. Composted poultry litter contains the
following main components:
Nitrogen (N)
Phosphorus (P)
Potassium (K)
The Agronomist’s Report (Myriad International 2nd August 2013) states that:
1. The analysis revealed that actual nutrient requirements of the 7000 tree Avocado
orchard are greater than the nitrogen supplied by the litter and that additional
manufactured fertiliser nutrient will be required to meet the demands of the avocado
production system.
2. Phosphorus contained in compost is predominately in the citrate form which is
extremely stable in the soil and not water soluble. The citrate form of Phosphorus
tightly binds to the soil and only a small percentage is available for crop uptake. The
application of the compost will greatly reduce the potential movements of
Phosphorus on the farm due to water runoff. This is compared to the standard
practice of reliance on manufactured fertilisers which are water soluble Phosphorus
based and move with water flows unless managed.
Refer to Myriad International Report for a comparison of the Calculated Litter to fertiliser
volumes and the Orchard fertiliser coverage volumes.
6.1.2 Poultry Litter Composting and Storage
The storage area for Poultry litter will be in bunded contained areas as shown on Plan 02 to
04 and 09 to 11. The mounds will be covered with tarps. The remaining Bunded area is to be
clay capped to ensure there is no stormwater entry to this area and therefore minimise
polluted stormwater runoff from this area. These areas will be treated to remove sediment
and nutrients with a system of wet Sediment Basins and Bioretention Basins.
The bunded areas will be able to store a volume of 1027m3 and will therefore be sufficient to
store litter from one complete clean out of all eight sheds for five (5) weeks prior to
application to avocado trees. The storage volume of 1027m3 has been calculated assuming
the use of a Seymour Compost turner 4000, which stockpiles at 2.5m3 per m of mound.
The eight sheds will have a 7 week growing cycle followed by a 2.5 week cleaning and
stocking cycle. This gives a 9.5 week total period between when new poultry litter is
28

September 2013
Page 29
Callaghan & Toth
deposited in the bunded composting areas. The next batch of poultry litter is deposited in the
bunded composting Areas.
In normal periods of rainfall the Poultry Litter can be turned over by machine (refer to Photos
in Appendix 4) and over a period of 5 weeks to turn it into compost and also to reduce in
volume by two thirds.
As the Poultry litter is proposed to be used as mulch for weed suppression as well as a
fertiliser it is anticipated that the maximum period for composting will be five (5) weeks and
maybe less depending on the spread of litter break down.
The bunded areas have been sized to accommodate composting of the clean out of the
whole eight (8) sheds (area 13,695m2 x 0.075 = 1027.13m2).
The tarps which will cover the compost mounds should prevent rain infiltration and therefore
sufficient composting should be achieved between week one (1) and week five (5).
Reserve areas will be provided for storage of composting poultry litter if in the case the litter
depth in the sheds is found to be more than 0.075m. This reserve area is an extra 18.5% of
the original volume.
6.2 Impact to Local Waterways
Blackfellow Creek forms the northern boundary of the site and flows to the Mary River. This
creek is a Lowland Freshwater waterway under the Environmental Protection (Water) Policy
2009 – Mary River environmental values and water quality objectives – Basin No. 138
including all tributaries of the Mary River (July 2010). The EPP Water details the water
quality objectives for this waterway type, including:
• Total Nitrogen < 0.5 mg/L
• Total Phosphorus < 0.05mg/L
• Suspended Solids < 6mg/L
Management of the farm will include the following to ensure water quality of Blackfellow
Creek is not impacted by this use:
• Stormwater runoff will be treated as per Section 3,
• Composted Poultry litter will be used to fertilise avocado trees so there is no increase
of nutrient application to the land.
• Commercial fertiliser usage will be only used to top up and deficiency in the fertilizer
supplied by the composted poultry litter.
• Herbicide usage will be minimised as weeds will be suppressed by mulch effect of
composted litter application around trees.
• Poultry litter composting areas will be tarped, bunded and runoff will be treated via
wet sediment basins and Bioretention basins.
• Farm management will conduct soil and leaf analysis to ensure the composted
poultry litter is supplying adequate ratios of nutrients and minerals to the trees.
• The application of composted poultry litter will be managed to minimise the potential
of the contamination of local waterways and will not be applied:
o within 50 m of waterways allowing overland flow to reduce run-off volume and
re-capture particulate contaminants in run-off;
o during heavy rainfall periods to minimise contaminants in run-off;
o on windy days to minimise inappropriate dispersal; and
28

Page 30
Callaghan & Toth
• Vegetated buffers to Blackfellow Creek will be maintained on site.
• Runoff from the majority of the avocado orchard (38 hectares) will continue to be
directed to onsite dams.

7. CONCLUSIONS & RECOMMENDATIONS
The proposed development area can be treated by a treatment train consisting of:
• rainwater reuse tanks,
• b io-retention swales
• bio-retention basins,
• grass swales and
• vegetated buffers.
This treatment train is capable of removing the nutrients and heavy metals from the
development area.
The rainwater tanks will supply poultry drinking water with backup supply from on-site dams.
Rainwater tanks and bioretention areas are able to attenuate the runoff concentrations to
current levels and so the development will not have an impact on the hydrology of the
receiving waters.
The use of composted poultry litter to fertilise the existing avocado trees will be managed to
ensure nutrient levels do not exceed current application rates of commercial fertiliser.
The water quality of Blackfellow Creek should not be impacted by this proposal, as
management of the site will reduce the risks of contaminants entering the creek.
