RFI - Attachment 2 - Permit Environmental Authority No. EPPR01855314
Permit
Environmental authority – EPPR01855314
*To be determined as dissolved (filtered) concentrations where the aquatic ecosystem EV
applies, and as total (unfiltered) concentrations where the livestock watering or irrigation
EV applies.
**General observations of receiving water upstream and downstream including
presence absence of any slicks, algal blooms, discolouration, and indications of leachate
such as iron staining.
c) Suitable test sites within the receiving waters that are potentially impacted by the
release, including a sufficient number of groundwater monitoring bores installed
not further from the landfill unit than the boundary of the landfill facility; and
d) How the condition of, and impacts to, EVs will be assessed at test sites using
WQOs, guideline values and locally-derived or default trigger values with control
or reference site data based on appropriate and valid assessment protocols from
relevant guideline documents; and
e) Daily rainfall as recorded at the nearest rainfall measuring station that reports data
to the Commonwealth Bureau of Meteorology or by a rainfall gauge located at the
approved place; and
f) Leachate quality monitoring.
WT11 The receiving environment monitoring program design, and changes to the design, must be
submitted to the administering authority for comment.
WT12 A report detailing the results and outcomes of the receiving environment monitoring program
must be complied each year by 30 June, and provided to the administering authority upon
request.
Bunding
WT13 All liquid fuel and chemical tank storage must be bunded so that the capacity of the bund is
sufficient to contain at least 100% of the largest storage tank plus 10% of the second largest tank
within the bund.
WT14 All chemical and fuel drum storage must be bunded so that the capacity of the bund is sufficient to
contain at least 25% of the maximum design storage volume within the bund.
WT15 All bunding must be constructed of materials which are impervious to the materials stored.
WT16 All bunding must be roofed where practicable.
WT17 Where it is impractical to completely roof a bunded area, you must ensure that stormwater
captured within the bund is free from contaminants prior to release.
WT18 For new bunding installed following the issue of this environmental authority a collection sump
must be provided in the floor of the bunding to facilitate the removal of liquids. The bund floor
must be graded so that the fall is towards the collection sump.
WT19 All bunding must be maintained free of gaps or cracks.
Liner system
WT20 All landfill cells created after 14 September 2014 must have a liner system installed and
maintained to:
1. prevent release of contaminants from the landfill cell to land or waters; and
2. prevent subsurface migration of landfill gas from the landfill cell.
Agency interest: Land
