Brief:
• Identify trees impacted by the proposed Construction of the Noosa Health Precinct.
• Determine Tree Protection Zones of these trees using the Australian standards 4970-
2009, Protection of trees on development sites
• Recommend any treatments or ongoing monitoring or maintenance.
Methods and Procedures:
• Discussions on site with Peter Shilkin from Integral Construction to determine the
extent of the approved clearing works and identify the trees for retention.
• Visual inspection of the standing stock at ground level and light probe investigation of
the root plate of the trees to determine the extent and health of sub-canopy structures.
• No scientific analysis was conducted during the preparation of this report.
• Australian standards 4970-2009, Protection of trees on development sites, AS 4373-
2007 pruning of amenity trees have been referenced to prepare this report.
• International Society of Arboriculture Tree Risk Assessment Manual was used to
provide recommendations in this report
• The weather on the day of the inspection was fine, moderate wind and a warm
temperature
• This report provides a list of my findings during my ground level inspection, some
tree defects may be present but not seen from this height.
Summary
• This site located at Noosaville is a vacant allotment where the proposed works is to
construct the Noosa Health Precinct and carpark complex.
• Some trees within the road reserve may be affected and are mentioned in this report.
• Trees appear to be in poor to average condition as they are within the road reserve
which is a constricted environment.
• Root plate heaving is evident at some trees which indicates a heavy and compacted
soil environment.
• All clusters of trees approved for removal are isolated by a minimum of 15m from
any trees to be retained so the approved works should not impact adjoining trees if the
works is restricted to within the bounds of the construction site.
• Tree Protection Zones listed, have been calculated per the Australian standards 4970-
2009, Protection of trees on development sites.
• All intrusions within the TPZ’s are to be overseen by the Project Arborist.
• ANY ACTIVITY WITHIN THE TREE PROTECTION ZONE REQUIRES
THE APPROVAL OF THE PROJECT ARBORIST.

Rear boundary tree
The trees to the rear of the property are all in close proximity to the boundary, some are
positioned on the neighboring property.
The dominate trees in this isolated strip of vegetation is Schefflera actinophylla (Umbrella
Tree). Also situated astride the boundary is 2 large Eucalyptus tereticornis which have a
caliper of .600m and .700m. Other varieties that were observed are;
• 2 Glochidion ferdinandi
• Alphitonia excelsa
• Casurina equsifolia
• Acacia Sp
• 2 Melaleuca quinquenervia
• 1 cluster of Macaranga
The approved construction works will undermine these trees and is well within their
Structural Root Zone rendering them unstable and unviable. These trees would need to be
removed to construct the development.
Page 13
Protection of trees to be retained:
To preserve the retained trees within this site tree exclusion zones must be determined. To
calculate these zones the formula has been used from the Australian Standard AS4970-2009
Protection of trees on development sites. This is the “Tree Protection Zone”.
Any encroachment, disturbance, or compaction of the soil within the Tree Protection Zone
can damage or destroy the fine absorbing roots. Injury caused by cutting, crushing,
suffocation, poisoning, or moisture stress by inundation or dehydration can result in damage
to a tree. The effects of some Injuries may not be apparent for some time.
The following guidelines are minimum standard I recommended for the preservation of these
trees. These guidelines should be incorporated in construction contracts, and the details made
available to all parties involved with work on the site, including equipment operators. Other
guidelines and protective measures may also be appropriate, in addition to those listed below.
1. Protection Barrier: A suitable protection barrier is to be installed around the trees to
be preserved. The barrier shall be constructed of durable fencing material, such as
plastic construction fencing or chain-link fencing. The barrier shall be installed at
the Tree Protection Zone perimeter. The fencing is to be maintained in good repair
throughout the duration of the project, and should not be removed, relocated, or
encroached upon without permission of the consulting arborist.
2. Storage of Materials: There is to be no storage of materials or supplies of any kind
within the area of the protection barriers. Concrete and cement materials, block,
stone, sand and soil are not being placed within any Tree Protection Zones.
3. Fuel Storage: Fuel storage will not be permitted within 30 meters of any tree to be
preserved. Refueling, servicing and maintenance of equipment and machinery will
not be permitted within 30 meters of protected tree.
4. Debris and Waste Materials: Debris and waste from construction or other activities
cannot be permitted within the Tree Protection Zones. Wash-down of concrete or
cement handling equipment, in particular, will not be permitted within 30 meters of
protected tree.
5. Altered Site Hydrology: No changes in soil surface hydrology, any grade changes
proposed that will impact on the Tree Protection Zones should be approved by the
consulting Arborist before construction begins.
6. Damages: All precautions should be taken to mitigate any potential injuries to the
protected trees and any damages or injuries should be reported to the project arborist
as soon as possible. Severed roots shall be pruned cleanly to healthy tissue, using
sharp clean pruning tools. Broken branches or limbs are to be pruned in accordance
with the Australian Standard AS4373-2007 Pruning of Amenity Trees.
