Re: Noosa Springs Boutique Hotel: Amended Plan
Dear Phil,
Katestone Environmental Pty Ltd (Katestone) was commissioned by Noosa Springs Real Estate Pty Ltd (the
Applicant) to evaluate amended plans for the Noosa Springs Boutique Hotel and potential implications for odour
associated with the Noosa Waste Water Treatment Plant (WWTP).
Katestone previously completed odour impact assessments of the Noosa WWTP and its potential impact on the
Noosa Springs Boutique Hotel. The odour impact assessments were conducted in accordance with the
Department of Environment, Science and Innovation’s (DESI) odour guideline: Guideline - Odour Impact
Assessments from Developments, 2013. The following reports of the odour assessments were produced:
• Noosa Springs Boutique Hotel, prepared for Noosa Springs Real Estate Pty Ltd, December 2020
(Katestone, 2020).
• Noosa Springs Boutique hotel: Reverse Amenity Odour Assessment Noosa WWTP by Katestone dated
5 July 2022 (Revised Odour Assessment).
Since the Revised Odour Assessment, the proposed layout of the Noosa Springs Boutique Hotel has been
amended (Figure A1). The amendments to the hotel layout that are of interest in terms of the potential impact of
the Noosa WWTP include:
• Removal of building 5
• Revised swimming pool layout and addition of an amenities block
• Addition of one tennis court and tennis courts moved to lower ground.
Katestone has reviewed the amended site plans in the context of the predicted odour contours (Figure A2) from
the Revised Odour Assessment and has found that the tennis courts, swimming pool, amenities block and kabana
areas are further away from the Noosa WWTP, therefore, the odour concentrations are lower than those predicted
in the Revised Odour Assessment. Under the previous layout, all hotel buildings were outside of the 2.5 OU
contour. Under the amended layout, building 5 has been removed but all buildings remain outside of the 2.5 OU
contour. Overall, the findings of the Revised Odour Assessment remain unchanged that is the proposed
development is unlikely to result in an increase in odour nuisance risk to Unitywater relative to existing approved
residential dwellings in the surrounding area.
