RECOMMENDATION
That Council note the report by the Manager Waste and Environmental Health to the Services &
Organisation Committee Meeting dated 7 August 2018 and:
A. Adopt the Council Policy – “Requirements Relating to Waste Containers” for storing,
presenting for service and retrieving Waste after service” provided at Attachment 1; and
B. Note that that a Community Education Program outlining the Council Policy requirements
followed by an enforcement program will be undertaken.
REPORT
This report addresses a growing concern about standard general waste containers and industrial
waste containers, (wheelie bins and bulk waste bins) remaining on the road carriageway or
footpath for extended periods. This report recommends Council adopt the attached Policy to
support Local Law No 7 (Waste Management) 2018 which will clearly identify Council’s
requirements for waste container storage, presenting containers for a collection service and
removing them to private land after servicing.
1. Report terminology
This report uses terminology to describe waste containers in accordance with the definitions in
Local Law 7. For example:
Standard General Waste Container - refers to an ‘approved’ domestic or commercial wheelie
bin for storing waste, recyclable material or garden waste. This may include a bulk waste
container.
Industrial Waste Container - refers to an ‘approved” wheelie bin or bulk bin for storing industrial
waste.
Waste Container – refers to a Standard General Waste Container or an Industrial Waste
Container
2. Standard General Waste Containers
There is a growing number of owners or occupiers of domestic premises who are:
permanently storing waste containers on the footpath or carriageway; or
failing to remove waste containers from the footpath or the road carriageway after the
container has been serviced.
