SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 AUGUST 2018
1. Road Bridges Overview
Council’s road bridges play a vital role in connectivity of the 867km road network (both 670km
sealed and 197km unsealed roads) across the Noosa Shire. There are a total of 51 road bridges
and 5 underpass pedestrian bridges on Council’s asset register, considered in this Asset
Management Plan (AMP). These bridges have a current replacement value of $103m, which
equates to 10% of Council’s financial assets.
The operational and maintenance expenses for road bridges make up approximately 3% of the
$70m annual budget. The capital works program fluctuates from year to year, however, the
2018/19 capital works program with a capital investment of $2.53m for road bridges equates to
9% of the $28.5m capital works program.
2. Road Bridge Assets
There a total of 56 structures within the Road Bridges Asset Management Plan (AMP). For the
purpose of this AMP these assets will be referred to throughout this document as “bridges”.
The bridge assets included in the AMP consist of:
23 Timber Road Bridges
28 Concrete Road Bridges
5 Concrete Underpasses
Bridges are critical infrastructure to Noosa’s transportation network with the primary function of
maintaining connectivity of Council’s sealed and unsealed road network. The asset conditions
are ranked according to the International Infrastructure Management Manual (IIMM), based on a
condition rating (1-very good to 5-very poor). The combined rating of the 56 bridge assets
resulted in an average condition rating of 3 (Good).
3. Road Bridges Asset Management Improvement Initiatives
The development of the Road Bridges Asset Management Plan identified a number of initiatives
for continual improvement in achieving good asset management outcomes. Key areas for
improvement included:
Asset Inventory
Condition Assessments
Workforce Continuity
Asset Systems
Renewal and Maintenance Plan development.
These initiatives are detailed in this AMP.
Previous Council Consideration
Council has recently adopted the following asset management plans:
Strategic Asset Management Plan, September 2017
Noosa Aquatic Centre Asset Management Plan, March 2018
Main Beach Sand Pumping System Asset Management Plan, February 2018.
Finance
Financial forecasting is a critical objective in developing an asset management plan. Having an
understanding of future expenditure improves the decision-making and planning activities. The
AMP highlights the cumulative asset renewal expenditure of $32.7m for the next 10 years and
has highlighted that the operational and maintenance expenses for bridges makes up
approximately 3% of the $70m annual budget.
The financial summary combined with the maintenance and renewal plans within the AMP
provides the basis of the annual budget process for the bridges. The maintenance and renewal
plans will be reviewed annually and a more detailed analysis and review completed after the next
round of asset condition assessments.
