Adeona Noosaville 3 Anchor Street Noosaville QLD 4566 P: 07 5449 0039 Noosa Council PO Box 141 Tewantin QLD 4565 To The Assessment Manager, | write this letter as part of our Notice of Submission, opposing the proposed development of 1/20 Nannygai Street, Noosaville 4566 to Change of Use - Short Term Accomodation. We are a childcare centre, providing care on weekdays from 7am to 5:30pm. We are only closed for weekends and Public Holidays. Our outside play area shares the fence line with the property listed above and the children spend a large part of their learning day in this outside. environment. As the director of this centre, |am very strongly opposed to this property being developed for Short Term Accomodation and feel that this poses potentials risks to the children in my care. | have highlighted our main concerns below; CHILD PROTECTION We oppose the short term accomodation proposal as this will create increased risk to the safety in regards to child protection for the children in our care: * frequent changing of people living in this accomodation means a greater number of unknown people living with direct viewing access to the children. Having a long term renter or owner living in this accomodation would provide us with an opportunity to build a working relationship with known residents. « the screening along the fence is inadequate and allows for people residing in the property to see over the fence when they are on the outside deck area as well as to see over the fence from the lower level windows. » the upper level windows, including bedroom windows, look directly into our outside play area. There are no blinds on these windows for privacy although, if there were, they could still be opened to observe and watch the children playing. « The Child Protection Act 1999 is the legal framework that guides us to protect the children in our care and we are legally required to adhere to it.

e The Australian Children's Education and Care Quality Authority deems specific reporting requirements for our industry: “Any circumstances that pose a risk to the health, safety or wellbeing of a child”. You must notify the regulatory authority within 7 days of becoming aware of a circumstance arising at the service that poses a risk fo the health, safety or wellbeing of a child (Regulation 175(2}(c), Regulation 176(2}(c)) «| deem this proposed development as a significant risk to the safety and wellbeing of the children in my care and would thus be reporting this short term accomodation business as | am required to do so. POTENTIAL EXPOSURE TO INAPPROPRIATE THEMES AND LANGUAGE * The outside living area, including the pool, is situated along our shared fence line with this property. Over the last two weeks when there have been people staying and using the outside area, their conversations can be easily heard. « If there is a frequent change in residents in this property, the children could potentially be exposed to a range of inappropriate conversation themes as well as inappropriate and cursive language. There is no way to shelter the children from this other than to take them inside. This is not satisfactory as part of the service we offer is for the children to have regular access to an outdoor play environment. | hope that you consider the detrimental impacts on the children at our service if this proposal was to go ahead and decline the change of use to Short Term Accomodation in the interests of the children and their families that use our service. Yours Sincerely Melanie Avery Director
