Dear Patrick,
Reference MCU18/0138
Subject: INFORMATION REQUEST RESPONSES
Issue: Formation of the Car Park used by Noosa U3A and rented from the Noosa District Catholic
Parish Church, S Moorindil Street, Tewantin
Drainage generally
The car park uses a drainage scheme that ensures that all surface water is removed from the site at a
rate of porosity to ensure that no surface flooding occurs during heavy storms. In the 12 months the
car park has been used by U3A Noosa there has been no known occurrence of surface ponding that
would prevent the car park being used.
The gradient of the car park has a cross fall of approximately 1:40.
It is worth noting that it is the habit of members of Noosa U3A to not attend Michell House during
bad weather and it is usual for the building to be unoccupied during inclement weather.
Sub-base
The sub-base to the car park has been designed to slope slightly from the church building at the
southern end of the site to a berm at the northern end bordering the pathway alongside Poinciana
Avenue. The berm effectively prevents water from flowing onto the pathway and road. This
effectively ensures that water, whether rainwater or natural ground water, will drain away freely
through the sub-base material, either into the natural subsoil or into the drainage system. The sub-
base appears to be approximately 100 mm thick and constructed of crushed rubble.
Base construction
The base of the car park is designed to be capable of supporting and transmitting to the existing
ground the loads of typical passenger cars without causing deformation of the site. It is not designed
to cater for heavy vehicles. The drainage system is designed to ensure that water, whether rainwater
or natural ground water, will drain away freely into the natural subsoil. The base material used is
crushed blue metal/basalt rock; this is appropriate to the design of a free-draining, low maintenance
car park. Particle size ranges from a fine dust to 20-25 mm.

Perimeter Edging
On the western edge a raised and treed grass verge serves as a boundary to Moorindil Street. On the
eastern edge a paling fence separates the car park from the neighbouring property. Both edges are
proud of the surface of the carpark.
Line Marking
No line marking is used for marking of parking bays. However, sign age showing that the car park is
for U3A members only, except when reserved by the church for weddings and funerals, is clearly
marked by appropriate notices.
Future Improvements
The parish officers have indicated that there is no current plan to improve the condition of the car
park.
Issue 2.
Clarification of use of the Masonic Hall, including but not limited to the following:
a) There are three activities conducted by U3A Noosa; Scottish Country Dancing (maximum
class size 12), Line Dancing (maximum class size 1S) and Thai Chi (maximum class size 16).
b) The number of persons attending each activity is as follows; Scottish Country Dancing 16,
Line Dancing 12 and Thai Chi 16.
c) The amount of car spaces available at the Masonic Hall is 17.
It should be noted that not all attendees drive cars to the Hall. Some members car pool and others
walk. Tutors are aware of the problem of street parking in the area and remind students to limit
parking their cars to the Masonic Hall car park.
We also wish to advise Council that a number of different organisations pay to use the Masonic Hall
and its car park. It is for this reason that we would argue that it would not be appropriate to include
the use of the Masonic Hall as part of this application for a Material Change of Use.
In summary, we believe that the car park at the Catholic Church is adequate to U3A Noosa's needs
to provide 18 additional car spaces to those at Michell House. The formation of the car park is such
that Council may be confident that the car park will be available for its proposed use during U3A
Noosa's operating hours in all weather conditions. Secondly, the car park at the Masonic Hall has
sufficient car spaces to cater for the maximum number of Noosa U3A students and tutors attending
classes at the hall. As U3A Noosa is not the only user of the hall it would seem improper to make its
car park part of the current development application.
