EXECUTIVE SUMMARY
Council resolution is required to grant Vodafone Network Pty Ltd a new lease complying with the
Local Government Act 2009 and the Local Government Regulation to dispose of a valuable non-
current asset if the grant of a lease is for the purpose of a telecommunications tower. Council can
only rely on that exception if, before granting the lease, it resolves that the exception applies.
RECOMMENDATION
That Council note the report by the Property Officer to the Services and Organisation Committee
Meeting dated 8 March 2022 regarding a new telecommunications lease on Council premises 10
Bartlett Street, Noosaville and:
A. Agree to enter into a commercial lease to Vodafone Network Pty Ltd for the existing
telecommunications facility located on part of 10 Bartlett Street, Noosaville (being Lot 901
RP150345) on the core lease terms outlined in this Report;
B. Apply the exception contained in section 236(1)(c)(vi) of the Local Government Regulation
2012, given the lease is for telecommunication purposes; and
C. Authorise the Chief Executive Officer to take all action necessary including, but not limited to,
negotiating, making, amending, signing and discharging the lease and any required variations
of the lease on the Council’s behalf, as described in this report.
REPORT
The purpose of this report is to seek Council approval to enter into a new communications lease to
Vodafone Network Pty Ltd for existing telecommunications facility, on the core terms outlined in the
report (refer Table 1 below).
10 Bartlett Street, Noosaville is Council freehold land and is located at the Council Depot. The Depot
has a telecommunication compound on site comprising a Tower and equipment shelter. Vodafone
Network Pty Ltd hold the lease over the Equipment Shelter and Axicom Pty Ltd hold the adjoining
leases over the Tower. Vodafone Network Pty Ltd co-locate its equipment on the tower via separate
licensing agreement with Axicom Pty Ltd.
Vodafone Network Pty Ltd has requested a new lease for the equipment shelter. The proposed new
lease terms have been negotiated and agreed to in principle. The core commercial terms of the
proposed new lease are outlined in Table 1 below.
The proposal is not subject to a development application, as it is deemed a Low-Impact Facility under
federal communications regulations.
A Council resolution is required to grant a new lease to Vodafone Network Pty Ltd (based on the
core commercial terms outlined) to comply with the Local Government Act 2009 and the Local
Government Regulation 2012. Section 236(1)(c)(vi) of the Regulation allows Council to dispose of a
valuable non-current asset if the grant of a lease is for the purpose of a telecommunications tower.
Council may only rely on that exception if, before granting a lease, it resolves that the exception
applies.

3 2021 ANNUAL DISASTER MANAGEMENT FINANCIAL REPORT

EXECUTIVE SUMMARY
This report provides an update on the expenditure of:
• Bushfire Recovery Exceptional Assistance Immediate Support Package ($1,275,000)
• Operational funding provided to disaster management during the 2020-2021 financial year.
1. Bushfire Recovery Exceptional Assistance Immediate Support Package
Following the 2019 bushfires, Council received $1,275,000 in government funding under the Bushfire
Recovery Exceptional Assistance Immediate Support Package - Funding & Activities. The allowable
time limit for expenditure of the funding is 30 June 2022.
At the time of this report 17 capital and operational projects have been completed with funding from
this grant. Examples include but are not limited to:
• Repair of damaged infrastructure at Peregian and Noosa Northshore
• Construction of an all-weather access track to the Noosa Northshore Aerodrome
• Replacement of damaged gazebos at Noosa Banks
• Implementation of novel technology solutions, including Fire Monitoring Cameras and
LoraWAN gateways
A full list of projects, their completion status and costs are detailed further in this report.
Approximately $796,000 of the original $1.25m has been carried over into the 2021/22 financial year.
At the time of this report approximately $290,000 of the 2021/22 carry over has been spent. The
approximate $500,000 in residual funding will be used to fund a range of projects, including but not
limited to:
• Provision of new disaster management risk assessments and plans
• Improving and reviewing vegetation mapping to better understand bushfire risk
• Provision of equipment and infrastructure for the Cooroibah foreshore
It is anticipated that some residual funding leading into the end of the 2020/2021 financial period will
be realised, from individual project underspend, however several standby projects with relatively
short duration outcomes have been identified and are described later in this report.
2. Operational funding 2020/2021
Council provided $71,000 in operational funding for Disaster Management in its 2020-2021 budget,
of which $59,000 relates to internal charges. $325,000 was also allocated to fund SES operations,
of which $272,000 relates to internal charges. Additional funding was provided by the State
Government, via the Get Ready program ($22,000) and a grant from QFES ($19,500), for the
delivery of resilience projects and subsidising SES activities, respectively.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 MARCH 2022
The funding aims to improve community resilience to disaster events. Projects completed during the
year were:
• Update of the JBP Noosa weather forecasting system
• Development of the Emergency Action Guide Version 1
Risks & Opportunities
Risks
As the final expenditure date for the grant approaches i.e., 30 June 2022, there is a risk that some
projects may not commence and therefore allocated funding is not expended appropriately. This
may be attributed to several reasons including:
• Impacts of COVID-19 on capacity to deliver the project in a timely manner
• Funding of the project via other means including Cat C funding, Bushfire Levy, Budget etc
Opportunities
There is an opportunity to reallocate unspent project funds into emergent works that can be delivered
prior to June 30. This may include projects such as:
• Additional infrastructure to support the Firetech Connect LivingLab - $60,000
• Installation of new or maintenance of existing fire trails - $60,000
• Purchasing equipment to support the Fire Management Team
o Two slip-on fire units - $70,000
o Side by side all-terrain vehicle - $30,000
