5 DEVELOPMENT IMPACTS AND MITIGATION

5.1 Flora and Vegetation Communities

5.1.1 Impacts
5.1.1.1 Native Vegetation
The development has avoided the identified Ecologically Important Areas onsite (VC1 & VC2) by
locating the proposed works within existing modified areas (VC3). Therefore, no impacts to the
identified Ecologically Important Areas onsite is expected.
No conservation significant flora species, on ground remnant regional ecosystems, or Threatened
Ecological Communities under the EPBC will be impacted by the works.
Numerous ‘Least concern’ native trees (mostly paperbarks, banksias, macarangas and cheese
trees), shrubs and groundcovers set within the garden beds lining the perimeter of the existing
buildings to be renovated will be impacted by the works.
The proposed extension in the southern extent of the proposed works footprint will potentially require
the removal of up to 8 Allocasuarina littoralis (black she-oaks) over a cleared /mulched understorey
(refer Plate 12). No evidence of chewings at the base of the subject A. littoralis trees was observed
which might indicate feeding from glossy black cockatoos. There is an abundance of Allocasuarina
littoralis within and about the site and the removal of up 8 specimens is considered highly unlikely to
impact the viability of the local population. No hollows were identified within the impacted trees.

                                                                    6

                                                                               8

It is noted an east west aligned band of native bushland measuring approximately 10m width has
been retained along the southern boundary and offers a vegetated buffer between the site and the
adjacent Council land which now hosts a 15m wide firebreak next to the southern boundary.
