PROJECT URBAN – 21172 25 Feb 2022 5.0 PROPOSED DEVELOPMENT This application seeks a Development Permit for Material Change of Use for a Multiple dwelling to be established in accordance with the accompanying Proposal Plans. BUILT FORM The proposed Multiple dwelling will comprise 4 units, including 3 small dwelling units. The ‘traditional’ dwelling unit accessed from Ventura Street and has been approved under DBW21/0063 and PC21/1405 as a Dwelling house (under construction), as detailed in the plans included in Attachment 1. The 3 ‘small’ dwelling units are accessed from Clipper Street. The traditional dwelling unit comprises 3 bedrooms and office with the small dwelling units comprising 2 bedrooms and having a GFA of less than 100m2 per unit. The proposal maintains a low rise built form with a maximum height of 8 metres. The total gross floor area of proposed new buildings is 436.8m2 with a total site cover of 45%. Building materials for the small dwelling units will include vertical timber look cladding, feature timber cladding, parapet flashing with framed extrusions, concealed garage doors and Colorbond trimdek roofing. ACCESS AND PARKING Vehicles will enter and exit the proposed development from both Ventura Drive and Clipper Street. The Ventura Drive access is to 1 dwelling unit, with Clipper Drive access to the 3 small dwelling units. Visitor car parking is accessed from Clipper Street, with on-street waste collection proposed. Refer attached traffic engineering advice and swept path plans which confirms the proposed car parking and manoeuvring arrangement is acceptable and compliant with Australian Standard AS2890.1. LANDSCAPING Landscaping treatments to soften the built form of the proposed development will be provided in accordance with the Proposal Plans. Landscaping is proposed to street frontages, side boundaries, and internal open spaces areas. Total landscaped area exceeds 35% of site area and includes 242.6m2 of soft landscape. SERVICING Waste will be stored in screened waste enclosures. An enclosure for the traditional dwelling unit is provided near the Ventura Street frontage, with an enclosure for the 3 small dwelling units towards the Clipper Street frontage. Waste collection will be facilitated from the street frontages. DEVELOPMENT ASSESSMENT REPORT Page 8 of 18 Material Change of Use – Multiple Dwelling 4 Ventura Street, Sunrise Beach QLD 4567

Section 10
PROJECT URBAN – 21172 25 Feb 2022 6.0 STATE PLANNING INTERESTS 6.1 STATE PLANNING REGULATION The Planning Regulation 2017 (the Regulation) prescribes Assessment Benchmarks that the application must be carried out against, which are additional or alternative to the Assessment Benchmarks contained in the local planning instruments. These Assessment Benchmarks are prescribed as being contained in: • the SEQ Regional Plan and Part E of the State Planning Policy, to the extent they are not appropriately integrated into the Planning Scheme; and • Schedules 10 and 11 of the Regulation. An assessment of the relevant provisions contained in these assessment benchmarks are provided in the following sections of this report. 6.2 SEQ REGIONAL PLAN The site is subject to the South East Queensland Regional Plan 2017. Under the regional plan, the subject site is included within the Urban Footprint. The Urban Footprint is intended to accommodate the regions urban development needs. The proposal is consistent with the Urban Footprint designation. No further Assessment against the regional plan is considered necessary. 6.3 STATE PLANNING POLICY The State Planning Policy (SPP) defines the Queensland Government’s policies about matters of State interest in land use planning and development. The SPP only applies to development assessment if the planning scheme has not yet appropriately integrated the SPP. The SPP is appropriately integrated in the Noosa Plan 2020 and assessment against the SPP is not required. 6.4 SCHEDULE 10 OF THE REGULATION Schedule 10 identifies that the development does not comprise prohibited development, but does trigger referral agency assessment. Referral to SARA is triggered under Schedule 10, Part 4, Division 3, Table 1 - Premises contaminated because of unexploded ordinance. The State Development Assessment Provisions (SDAP) provide assessment benchmarks for the assessment of development applications where the chief executive is the assessment manager or a referral agency. The following state codes are relevant: • State Code 13: Unexploded ordnance State Code 13 requires that the site has been remediated or can be managed to be suitable for the proposed use. It is anticipated that this will be imposed as a concurrence agency condition. Section 11
PROJECT URBAN – 21172 25 Feb 2022 6.5 SCHEDULE 11 OF THE REGULATION Schedule 11 of the regulation provides Assessment benchmarks for development on premises in Koala priority areas not interfering with koala habitat or development in identified Koala broad- hectare areas. Schedule 11 of the regulation is not applicable to the proposed development as the site is not located within a Koala priority area or a Koala broad-hectare area. Section 12
PROJECT URBAN – 21172 25 Feb 2022 7.0 PLANNING SCHEME Under the Noosa Plan 2020 the site is included within the Coastal Communities Local Plan Area and the Medium Density Residential Zone. An assessment of the applicable provisions of the Noosa Plan has been undertaken below. 7.1 DEFINITION The proposed development is defined as: Multiple dwelling means a residential use of premises involving 3 or more dwellings, whether attached or detached, for separate households. Comment: The proposed development will be established in accordance with the above definition. 7.2 LEVEL OF ASSESSMENT Under the Table of Assessment for the Medium Density Residential Zone the proposal is subject to Code Assessment. The applicable assessment benchmarks are: • Local Plan Code • Medium Density Residential Zone code • Dual Occupancy and Multiple Dwelling Code • Works codes 7.3 OVERLAYS The land is not subject to any overlays. 7.4 LOCAL PLAN The site is included within the Coastal Communities Local Plan area. An assessment of the Local Plan Code has been included within Attachment 1. The assessment has determined that the proposed development complies with all relevant performance outcomes. Where acceptable outcomes are not met, an alternative solution demonstrating compliance with the corresponding performance outcome is provided below. 7.4.1 ALTERNATIVE SOLUTIONS AO7.2 Buildings and structures do not include rooftop terraces. The traditional dwelling unit includes a rooftop terrace. This was assessed and approved as complying with performance outcome PO7 with DBW21/0063. Section 13
PROJECT URBAN – 21172 25 Feb 2022
7.5 ZONE CODE
An assessment of the Medium Density Residential Zone code has been included within
Attachment 1. The assessment has determined that the proposed development complies with all
relevant performance outcomes. Where acceptable outcomes are not met, compliance with the
corresponding performance outcome is provided below.
7.5.1 ALTERNATIVE SOLUTIONS
AO12.1 Buildings and structures meet the following minimum boundary setbacks:
(a) for frontages — 6 metres
(b) for side boundaries—
i. 1.5 metres setback up to 4.5 metres height;
ii. 2 metres setback between 4.5 metres and 7.5 metres height; and
iii. 2.5 metres where above 7.5 metres height for the rear boundary - 6 metres
The proposal largely complies with setbacks. Front setbacks comply with the exception of a small
section of balcony and roof towards the northern boundary of the Clipper Street frontage. This
area comprises 1.8m2 and is highlighted on the Site Plan. Side setbacks comply with the
exception of a small section of balcony and roof to the southern boundary. This area comprises
1.9m2 and is highlighted on the Site Plan.
These setback intrusions are minor and will not result in any detrimental amenity impacts to users
pf the site or adjoining premises; will not unreasonably obstruct views or cause overlooking;
provide adequate distance from adjoining uses; allow space for landscaping; and remain
consistent with surrounding character in compliance with performance outcome PO12.
AO14.1 Development provides visual interest to the street and surrounding areas through:
(a) highlighting individual dwellings and land uses;
(b) an asymmetrical design presentation to the street;
(c) offsetting or staggering dwellings to provide variation in the frontage;
(d) varying the roof form
While the proposal provides visual interest to Clipper Street, the design approach does not
incorporate all aspects of AO14.1. The design presents more as a single dwelling to the street.
While the unit divisions are evident to the upper balcony level, the ground level garages are
screened so they do not dominate the street or design.
The design provides for a positive contribution to the streetscape; has balconies and built form
that address and enhances the street; has a form and architectural scale that does not dominate
the streetscape or the surrounding properties; does not detract from the visual amenity of
adjoining properties through the impact on views, access to sunlight or overlooking; as small
dwelling units enables the building mass to present as a dwelling house in form; and sits in a
landscaped setting; in compliance with performance outcome PO14.

7.6 DEVELOPMENT CODES
The following development codes are applicable to the proposed development:
• Dual Occupancy and Multiple Dwelling Code
• Works Codes
Comment: An assessment of the Dual Occupancy and Multiple Dwelling code has been included
within Attachment 1. The code assessment has determined that the proposed development
complies with all relevant performance outcomes. Where acceptable outcomes are not met, an
alternative solution demonstrating compliance with the corresponding performance outcome is
provided and discussed below.
The assessment against the relevant Works Codes has determined that the proposed
development generally complies with all of the development codes. Further details will be
provided at operational works and building works stages. Any specific matters can be addressed
by conditions if required.
7.6.1 ALTERNATIVE SOLUTIONS
AO19.2 Development does not include rooftop terraces.
The traditional dwelling unit includes a rooftop terrace. This was assessed and approved as
complying with performance outcome PO19 with DBW21/0063.
AO19.3 The total width of any parapet wall does not exceed 50% of the width of the front facade
of a building.
The Clipper Street frontage includes a parapet wall. The parapet flashing does not however
extend above the roofline and also has a framed extrusion to the front face to integrate with the
overall facade design. The design outcome will contribute positively to the local skyline and
complement the character of the locality in compliance with performance outcome PO19.
AO22.1 For landscape amenity reasons, cut or fill is less than 1.5 metres in depth relative to the
ground level.
Cut will exceed 1.5m in depth at the midpoint of the site between the two street frontages
between the traditional unit and small dwelling units and also a section of the northern side
boundary near the small dwellings units. Proposed cut will extend to a maximum depth of about
1.836m. Retaining to the side boundary will not exceed 1.5m. The cut is proposed to respond to
the site frontage levels at both Ventura Street and Clipper Street. Cut is largely contained
internally and will not impact the streetscape or adjoining properties. The proposed change to
natural landform is only to the extent necessary to achieve an appropriate development outcome;
will not lead to erosion; and will not lead to disturbance of natural features; in compliance with
performance outcome PO22.
