b) The safety of pedestrians and cyclists is protected
c) Development reduces the reliance on private vehicles and promotes public and non-
motorised transport options;
f) Development does not adversely impact on existing public parking
78. The DA does not achieve the above overall outcomes based on the following:
(a) A significant proportion of pedestrians and cyclists will be GSLC students and
young families. A driveway being utilised by cars and heavy vehicles, particularly
at peak hours when students are entering or exiting the school, poses an
increased risk to their safety.
(b) More private vehicles are likely to enter the site for commercial purposes (re-
fuelling and retail reasons). Also, the DA is more likely to dissuade pedestrians
and cyclists from commuting to school due to the increased local vehicular
traffic and associated safety risks.
(c) Currently the site is utilised by scores of vehicles to park, particularly at school
drop-off and pick-up times. These excess vehicles will be highly likely to
contribute to further local congestion at the Goodchap Street roundabout as
outlined above, whilst some vehicles may use the service station grounds as an
ad-hoc drop-off or pick-up point for students, which is also an undesirable
outcome.
