SDA-1215-026793
Item Information requested
direction) to service the proposed development on Elm Street.
Please ensure to take the following into consideration:
(a) The bus stop pair should be positioned near the ‘Gatehouse’ shown on Overall
Site Plan, prepared by Palm Lake Group, dated 02/02/15, drawing number CO-
000-2014 and revision D.
(b) In proposing a location for each bus stop, please give thought to the operational
considerations for the planning and design of bus stops (see ‘Bus stop
environment’ of ‘Bus stop Infrastructure’ (pages 15-21) of the Public Transport
Infrastructure Manual 2015). This document can be accessed at:
http://translink.com.au/about-translink/reports-and-publications.
(c) Please give consideration to potential traffic hindrances and safety issues in
locating the potential bus stop pair (e.g. ingress/egress points,
queuing/deceleration of traffic, sight lines and blind spots affecting potential bus
drivers and pedestrians). It is recommended that the applicant consult with the
state-controlled road manager (DTMR) in this regard and as to whether the bus
stops should be indented or in-line.
(d) Please provide written evidence that relevant land owner/s do not object to the
proposed location of the bus stop/s, where these need to be located adjacent to
the road frontage of an alternative site.
(e) Please ensure the location and dimensions of the proposed bus stops are clearly
depicted on a scaled proposal plan in relation to the requirements of the Public
Transport Infrastructure Manual and any proposed roadworks. The design of the
bus stops should be in accordance with ‘Table 5.7 - Bus Stop Length
Requirements’ (pages 28-29) of ‘Bus stop infrastructure’ and should include all
mandatory and preferred bus stop components for an ‘Intermediate stop’ detailed
in ‘Bus stop components’ (pages 30-41) of ‘Bus stop infrastructure’ of the Public
Transport Infrastructure Manual 2015.
Reason for request:
The applicant is requested to provide further information demonstrating how the
proposal will comply with PO3, PO4, PO5 and PO7 of Module 17.1 – Public
Passenger Transport State Code of the State Development Assessment Provisions.
The proposed development of Palm Lake Resort, Cooroy will comprise a 220
independent living unit retirement village, 120 bed aged care facility and ancillary
facilities. This is likely to create demand for an intermediate bus stop pair along the
existing bus route adjacent to the site in Elm Street (Cooroy Connection Road). The
nature and scale of the development, plus the location of the existing bus stops
(approximately 1.1km away) warrants this additional information.
3. Please demonstrate how safe pedestrian access will be provided between the entry of
the proposed development and the proposed bus stop pair in Elm Street by:
(a) Undertaking consultation with the state-controlled road manager (DTMR).
