Guiding Principles for Sealing Gravel Roads
e Traffic Volume
The amount of daily traffic utilising the asset. Vehicle movement frequency is crucial to
estimating the seal type and the longevity of the treatment. A higher traffic volume is ranked
strongly as bitumen sealed roads require regular vehicle traffic movements to prevent the
bitumen binder from oxidising and causing faults in the pavement wearing course (road
surface). Traffic volumes generally correlates with Road Hierarchy as defined in Table 1.
e Water Inundation Probability & Drainage Condition
The ability for a road to effectively dissipate water is a key component to road safety due to
standing water posing a significant risk to road users. Due to geographic weather patterns,
South East Queensland periodically experiences durations of high rainfall. During these rain
events, there is potential for roads to be inundated with water, therefore consideration of
existing drainage infrastructure capacity is taken. Drainage capacity also impacts road
maintenance as gravel roads with poor drainage often scour resulting in loss of material.
e Number of Dwellings on Road
Areas with a higher number of dwellings directly accessed from the particular road will rank
higher than roads with less dwellings.
e Whole of Life Condition
Condition of asset in its current state based on shire wide gravel road inspections. Roads that
have been inspected are given a Condition value of 1-5. Condition is‘near new with no visible
signs of deterioration, while Condition 5 is defined as failing and no longer serviceable.
e¢ Completes Project on Through Road (Missing Link)
If the sealing of an identified gravel road completes:a link between two existing sealed roads,
itis looked on favourably. Sealing of through roads has the capacity to benefit other lower order
roads as they connect access roads.to main arterials;
e School Bus Route
The School Bus_network is an important asset.to Noosa Council community, as each day
thousands of School students travel to and from school using this transport method. As such,
school bus routes are assessed for increased road safety. and factor in all of the above criteria
in the assessment.
Using the above principals, each criteria is.assessed and scored. A weighting is applied to each criteria to
provide a total’score.out of 100. A sample scoring of an individual road is attached has been defined in
Table 3.
