EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Disaster Management Officer to the Services & Organisation
Committee Meeting dated 6 August 2019 and authorise the Chief Executive Officer to sign the
Council to Council Disaster Assistance Memorandum of Understanding between Noosa Council
Gympie Regional Council.
REPORT
The previous 2015–2018 Memorandum of Understanding between Noosa Council and Gympie
Regional Council recently expired. A renewed agreement has been prepared and signed by the
Gympie Chief Executive Officer for a further three years, being the period of 2019–2022.
As Noosa Council and Gympie Regional Council are in different District Disaster management
Groups, the purpose of this agreement stipulates support, where possible during times of natural
disasters.
Previous Council Consideration

Finance
Costs associated with this Memorandum of Understanding acknowledge the provisions of
Disaster Recovery Funding Arrangements (DRFA) and State Disaster Relief Assistance (SDRA)
for the recovery of costs associated with assistance provided.
Risks & Opportunities
This memorandum of understanding does not commit Council to providing assistance, more
provides the opportunity to show support to a neighbouring Council and a willingness to support
local disaster operations.
It is acknowledged that should both the Noosa and Gympie Local Disaster Management Groups
be stood up during an event, support may be limited. In this instance standard disaster
management procedures regarding a Request for Assistance at District level will simultaneously
occur.
