Dust
Additionally, the sealing of short lengths of unsealed roads (or dust seals) adjacent to residences
for the purpose of reducing dust nuisance is not considered appropriate for the following reasons:
It is inefficient to undertake upgrading and maintenance of short sections of roads.
The practice does not accord with the prioritisation process which has been developed.
Undertaking such works would reduce the available funding of upgrading higher priority
roads.
2. Assessment and Prioritisation Criteria
Generally, road design, upgrades, and maintenance prioritisation decisions are based on a road
hierarchy classification and traffic volumes. The prioritisation criteria is a risk based approach
with vehicle crash history being a major influence. The criteria is weighted accordingly and is
detailed in Table 1, below.
3. Prioritisation
By applying the above assessment and prioritisation criteria, a list of the Top 30 ranked rural
gravel roads is formed and reviewed. The program illustrates the Top 30 Rural Gravel Roads that
could potentially be sealed in the future. In addition, the guiding principles highlight the criteria
and influences that determine why a gravel road should be considered for sealing. The guiding
principles is a living document and will be subject to review as the criteria of a particular road
changes. Instances of change may be a result of increase traffic volumes, changes to heavy
vehicle routes, raised safety/crash incidents, operational and environmental changes.
The prioritisation process is not programming works for any financial year or creating a budget
allocation for the sealing of any of the gravel roads identified. The program's intent is to highlight
what gravel roads would be Noosa Council’s priority, should funding or an agreed change in the
levels of service occur for the overall management of gravel roads.
