SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 AUGUST 2019
4. Urban Gravel Roads
In developing the guiding principles, it was identified that there were a number of gravel roads in
the urban townships that required sealing. Urban gravel roads are categorised separately in
these guiding principles due to their low volume and hierarchy. Maps of these roads and the
urban area boundaries are defined within the document and supported with a prioritised list of
roads to be sealed.
5. Review and Improvements
With ongoing improvement of data collection on our road network, it is expected that
improvements in knowledge and understanding of the operational influences will be gained on
the gravel road network. As a result, regular reviews of the gravel road guiding principles every
3–5 years should be undertaken to ensure prioritisation is relevant to any changes in the road
network.
Other specific improvements include:
Development of a low order road design;
Use of Reclaimed Asphalt Pavement (RAP) trial; and
Segmentation of rural roads for assessment to approximately 1km lengths.
These specific improvements will be facilitated by the road infrastructure working group and
endorsed by the asset management steering committee prior to any changes to the priority
program being presented to Council for approval in the future.
Previous Council Consideration
Nil.
Finance
There is no financial commitment to allocate a budget for sealing any gravel roads within this
report. Should a gravel road be considered for sealing in the future then the standard capital
works program processes will be followed.
Risks & Opportunities
Risks
The gravel roads guiding principles aims to address risk associated with the management of
gravel roads through regular inspections and maintenance activities and will be further mitigated
with the proposed improvements to data collection in the future to identify any changes to the
current road activities and status.
Opportunities
The guiding principles for sealing gravel roads highlights the current priorities for gravel roads
and there may be grant or related projects that support the sealing of a particular high priority
road in the future. Potential opportunities will be monitored through the capital planning
processes in establishing the capital works program.
