EXECUTIVE SUMMARY
This report outlines the public notification and community engagement process undertaken on the
draft New Noosa Plan (draft Plan) during 2019. It provides an overview of the public submission
and notification process and highlights proposed changes that are significant changes warranting
re-notification of the draft Plan before finalising and submitting to the State government for
Ministerial approval. The significant changes are proposed in response to review of all properly-
made submissions received.

RECOMMENDATION
That Council note the report by the Director Environment & Sustainable Development to the
Special Meeting dated 12 September 2019 and:
A.   Endorse the proposed changes to the draft New Noosa Plan outlined in Confidential
     Attachments 1 and 2, and Attachments 3 and 4, considered significant, and undertake further
     public notification of these changes for a period of 40 days in accordance with the Section
     18(3) Notice from the Chief Executive Department of State Development Infrastructure
     Manufacturing and Planning, regarding making a planning scheme under the Planning Act
     2016;
B.   Authorise the CEO to remove the confidentiality associated with Attachment 1 and 2 at
     8.30am 16 September 2019, at which time public notification of the significant changes to
     the draft New Noosa Plan begins;
C.   Authorise the CEO to make minor changes to the draft New Noosa Plan prior to public
     notification;
D.   Note Attachment 5 outlining the proposed process and activities for public notification of the
     significant changes to the draft New Noosa Plan.
