Applicants Response

Please refer to Attachment B - email response from TOD’s Consulting Engineers for 2, 3, 5.

It is envisaged to hold up to 3 major fundraising events per year; such as a luncheon, a fair, and a
Christmas party; with up to 100 patrons attending each event. Open days for the public will occur
       4 to 5 times a year.

These proposed additional events will be managed through the implementation of a parking
management plan under the direction of accredited personnel.

These events will use The Tectonic Geotechnical report offsite parking, shuttle buses and drop off
arrangements to meet any increased parking demand which cannot be accommodated within the
       proposed site.

   6. The submitted geotechnical report should be amended to include all proposed uses and make
reference, where necessary, to any additional facilities that may be required for infrequent special
      events.

Applicants Response

The Tectonic Geotechnical report within Section 7.0 considers the type and configuration of waste
water systems that is most suited to the development.

Within Section 7.1 Waste Water Design Allowance consideration and evaluation has been
undertaken of the ultimate usage (peak) for the site. The assessment was based on a total pf 60
persons onsite – being non resident.

            20 children
            20 staff
 20 work for the dole personnel

Based upon wastewater flow rates given in the Code of Practice for On-Site Wastewater
Management (July 2014), it has been estimated the proposed total wastewater flows as:

            60 persons x 30 L/person/day = 1,800 L/day (9 equivalent persons at 200 L/day/EP)

The submitted Planning report details an expected maximum non resident population of 30 persons.

            20 clients
            10 staff

Utlising the wastewater flow rates contained within the Code of Practice for On-Site Wastewater
Management (July 2014), it is estimated that there is spare capacity of 900 L/day within the system.

Page 3

The additional load of 6 Saturday night social club events and limited camp outs are easily
accommodated within the spare capacity pf 900 L/day. These events are such that there are not
large numbers in attendance as these events are for the Sunshine Butterflies clients, who are 20 in
        number.

The café / kitchen does not form part of this application and is a “potential” use at a future point in
time. If the use is to be considered into the future an assessment will be undertaken at that point
in time of the capacity of the wastewater system and if any upgrades are required. It is an
assessment and associated cost not required presently as confirmation of the proposed use has not
        occurred.

Any events that are of a scale which exceed the “client” base of Sunshine Butterflies, i.e. Xmas Party,
Fundraising events will all be catered for with the provision of portable onsite facilities (portaloo’s).
The additional amenities will be provided to sufficient level so that NO load is placed within the
existing wastewater system during the events.

We look forward to Council processing the application at its earliest convenience. Do not hesitate to contact
myself personally if you need to seek clarification further on these matters.

Kind Regards,

Russell Green MPIA
