PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 AUGUST 2022

• education and advice,
• ongoing monitoring activities,
• subsidy programs (for car covers, indoor air freshers and pressure cleaning services),
• property level modifications (e.g. double glazed windows), and
• buffering techniques (e.g. vegetation trimming).
Council staff work actively with residents to find appropriate solutions for their property and apply
the subsidy program where specific criteria is met. Recently, Council staff have been directly
consulting with residents associated with a site-specific Flying-Fox Management Plan (Keys Creek,
Kin Kin) and this has helped develop practical approaches and informed the development of the
overarching SoMI.
Previous Council Consideration
Item 6, Page 20, Ordinary Meeting Minutes dated 20 February 2020
That Council note the report by the Environmental Services Manager to the Planning &
Environment Committee Meeting dated 11 February 2020 and:
A. Approve the implementation of an ongoing subsidy program for localities affected by
      flying-fox colonies, and
B. Delegate to the CEO the authority to apply the subsidy program where the program
      meets all of the following criteria;
o Support may be offered for those living within 100m of a roost site.
o The roost should be at least partly on Council-managed land.
o Flying-foxes will have been at a location in significant numbers for at least 6 weeks.
o A significant number of the flying-foxes must be Black or Grey-headed Flying-foxes,
           rather than Little Red Flying-foxes.
Finance
The SoMI commits Council to the continuation of Environmental Services existing Flying-Fox
Subsidy Program.
The Subsidy Program supports impacted residents living near flying-fox roosts through subsidising
a proportion of the costs associated with items such as car covers, indoor air freshers and pressure
cleaning services (based on eligibility requirements and available funding).
Council will continue to seek external funding under the DES Flying-fox Management Grants
Program to support both the Subsidy Program, and other flying-fox management actions (including
site-specific Flying-fox Management Plans).
Risks & Opportunities
The SoMI formally articulates Noosa Shire Council’s approach to flying-fox management, through
providing guidance to staff, contractors, and private landholders on the management of flying-
foxes.
Any potential flying-fox management approaches implemented by Council are undertaken through
a staged approach. This ensures that associated financial costs, along with any unexpected
potential negative impacts to both the community and flying-foxes are minimised.
