This letter report presents an update to a flood management plan for the site at 328 Upper
Pinbarren Creek Road, Pinbarren prepared 8th April 2019 by our office. This report has been
commissioned in response to planning consultation with Noosa Shire Council for the proposal to
construct new guest accommodation in the form of a new cabin on the site. It is understood that
Noosa Shire Council has requested that a Flood Management Plan is produced to assist in safe use of
the site when guests are on the site.
The recommendation and Site Based Flood Risk Management Plan have been informed by 2no site
visits by a Civil Engineer RPEQ.

SITE SETTING
The site is located on a hillside that in part forms a natural valley. The area is well vegetated, with
the site containing several existing ponds and water features which flow into the main creek at the
bottom of the site.
Figure 2 below, shows a site profile traced along the access road to the location of the proposed new
cabin.

Road; ‘B’ marks proposed lodge; Star marks bridge over creek; Circle marks level crossing.
There are two creek crossings on the site, the primary crossing located at the site entrance is via a
bridge and a second level crossing north of the caretakers’ house where a spillway overtops from the
pond.
(It should be noted that both bridge and level crossing works are proposed to improve the flood
resilience and better notify site users of the risks at these locations.)

Page 3 of 6 SITE FLOOD RISK The primary source of flood risk to the site and in particular site users relate to flash flooding within the site and wider catchment from heavy rainfall events. Specifically, there are number of ponds on the site which pick up runoff from rainfall within the site and overflow down the site and into the main creek that forms the southwestern border of the site. Although these ponds and other features are significantly lower than any of the existing or proposed buildings on the site and would not pose direct risk to those buildings, access routes to and from the site could be subject to inundation and flooding in more severe events. The purpose of this Flood Management Plan presented in Appendix 1 is to provide a quick reference guide for the site owners and users of the site in an emergency. We trust this information is satisfactory for your current needs. Should you have any questions, please feel free to contact the undersigned. FLOOD MANAGEMENT PLAN
The following should be provided to all site managers. Site managers should be appropriately trained
and made clearly aware of the flood risks pertaining to the site, safe areas of evacuation and
preventative measures. Some general measures are included below (this is not an exhaustive list but
provides a number of key items that should be implemented and followed by guests and staff).
It should be noted that the site is not within a specified Flood Alert/Warning Area, however it is
advised that the site users sign up to the Noosa Flood Alert System which would give the closest
approximate of flood risk to the site.
DEFINITIONS:
Flood Alert – These are provided through local media and Bureau of Meteorology. The site manager
shall review these sources daily to monitor predicted weather patterns and where necessary advise
guests that heavy rainfall is expected.
Flood Warning – These are official alerts to warn against the real risk of flooding and immediate
action should occur to manage risks to people and property.
KEY INFORMATION SOURCES:
Below are key information sources. These should be made available to all site managers and guests
and reviewed daily by site managers.

EVACUATION AREAS
It is considered that the existing buildings on site area suitable as places of safe refuge, as these are
elevated well above existing water features and water courses and are not deemed to be at
immediate risk of inundation. Should evacuation from any building be required, a risk assessment of
the conditions should be undertaken, namely an assessment of the evacuation route. Evacuation
should only occur if flood depths are less than 25cm (or as advised by emergency services).
