Australia’s
broadband
network
22 February 2017
State of Queensland - Reserve for Park
under control of Council as Trustee
PO Box 141
TEWANTIN QLD 4565
Notification roposed nbn™ Teleco: unications Facility Installati and Waterw

Barrier Works a oroibah —- MCU16/0099 & OPW16/0218 - Located on land describ

as 23 Jirrima Crescent, Cooroibah (Lot 47 on RP136461)

nbn is proposing to establish a new radio network base station at the above location to provide high-
quality, Fixed Wireless broadband services to the larger-lot, rural-residential area of Cooroibah.

out the National Broa nd Networ n™

The nbn™ network is an upgrade to Australia’s existing telecommunications network. It is designed
to provide Australians with access to fast, affordable and reliable internet services. nbn plans to
upgrade the current telecommunications network in the most cost-efficient way using best-fit
technology and taking into account existing infrastructure. Use of Fixed Wireless and Satellite
technologies is expected to result in improvements compared to services currently available to many
Australians living in regional and remote communities.

As part of the Fixed Wireless component of the network, nbn is proposing to establish a series of
Fixed Wireless facilities which are designed to provide access to high-speed and reliable broadband
services to Australians living in regional and remote areas, including the Noosa Council area.

While the nbn™ Fixed Wireless service is not a mobile service, it will use cellular technology to
transmit signals to and from a small antenna fixed on the outside of a home or business, which is
pointed directly towards the Fixed Wireless facility. nbn is designing each Fixed Wireless facility to
serve a set number of homes and businesses, which should enable consistency in the speed and
quality of services that can be delivered to each home and business receiving the Fixed Wireless
service.

About the Infrastructure Proposed for Cooroibah

The Cooroibah Fixed Wireless Facility comprises a new 45 m monopole, accommodating three (3)
Panel antennas (1.077 m long) and one (1) parabolic dish antenna (0.9 m in diameter). Three (3)
remote radio units (0.5 m long) will also be positioned behind the panel antennas. Associated
equipment will be housed in two (2) new outdoor cabinets located at the base of the facility.

nbn regards the proposed telecommunications facility and ancillary equipment as Impact Assessable
Development under The Noosa Plan. Under these provisions, planning approval is required from
Council.

Furthermore in accordance with s297 of the Sustainable Planning Act 2009 (SPA), public notification
is required for an Impact Assessable development. SPA specifies the following:

The applicant or, with the applicant’s written agreement, the applicant must -

¢ publish a notice at least once in a newspaper circulating generally in the locality of the land;
and

¢ place a notice on the land in the way prescribed under a regulation; and

¢ give a notice to the owners of all land adjoining the land.

Comments regarding the proposed development are invited to be received by Council by Thursday
23 March 2017.

The estimated radiofrequency signal strength, or Environmental Electromagnetic Energy (EME) levels
from the proposed site are calculated in accordance with the ARPANSA prediction report
methodology, and are represented as a percentage of the standard based on maximum cumulative
levels. Attached is a copy of the EME report for this proposed site. You will note that the proposal is
consistent with other like facilities that generally operate many hundreds and sometimes thousands
of times below the allowable standard. If you would like further information on the topic of EME, we
recommend you visit http://www.who.int/peh-emf/en/ and http://www.arpansa.qov.au/.
