Information Required Provide details on the proposed rental arrangement, noting the proposed carparking arrangement is not appropriately designed for rooms being let out individually. Issue – Site Cover The proposed site cover is unclear. Information Required Provide a Site Cover Calculation Plan, in accordance with the definition for site cover under Noosa Plan 2020. Issue – Outdoor living areas Noosa Plan 2020 requires that buildings are designed and orientated so that the majority of outdoor living areas face away from the habitable areas of adjoining dwellings. The proposed pool is in proximity to the adjoining dwelling to the west, which may adversely impact on amenity and privacy of residents. Information Required Provide evidence the design and siting of the outdoor living areas will not adversely impact on the adjoining property to the west, including distances from habitable rooms and proposed noise mitigation measures. Issue – Mechanical Plant Noosa Plan 2020 requires that mechanical plant is located at least 2 metres from the side boundaries. The proposal plans indicate pool and air conditioning equipment are proposed within the side boundary setback. Information Required Provide updated plans with appropriately located mechanical plant. Issue – Carparking and driveway The proposal includes an excavated basement carparking area accessed via a driveway. The submitted plans do not indicate the grades of the driveway or demonstrate that the proposed carparking is functional. Information Required Provide additional detail on the proposed access driveway. The detail must be prepared by a suitably qualified person (RPEQ) and make reference to AS/NZS2890.1:2004 and include but not be limited to: A longitudinal section extending from the centre of the road formation in Ferguson Street to the basement level. Sufficient detail to demonstrate that vehicles will not scrap or bottom out on the driveway or the road formation when entering and exiting the site The proposed headroom distance between the driveway and the overhanging structures The existing buried services in the road reserve. Please note that Council does not support retaining walls in the road reserve and is unlikely to support excessive excavation in the road reserve Provide a plan of the vehicle swept paths required for vehicles to enter the basement carspaces, manoeuvre and exit the site. The paths must be for a B99 vehicle as described in AS/NZS2890.1:2004 and assume the other spaces are occupied. Issue - Stormwater The submitted material does not include any indication of the proposed stormwater drainage system. The design of the development (basement and perimeter fencing) have the potential to create drainage issues. Information Required Provide a preliminary stormwater management plan for the proposed development. The plan must not include pump systems and cater for existing overland flowpaths. Issue – Excavation works The proposal includes significant excavation works and has the potential to impact on the adjoining properties. It is noted that the majority of the site is not mapped as being in a landslide hazard area Information Required Provide a site specific geotechnical investigation and report of the subject site. The report must assess current soil types and include recommendations for the construction of the proposed development and any measures necessary to protect the adjoining properties. due date for response to information request The due date for providing the requested information is 6 April 2021. Please advise Council of your response to this information request in accordance with section 13 of the Development Assessment Rules.
