Finance
The preparation of Noosa Council’s New Noosa Planning Scheme has followed a statutory
procedure and tailored instructions from the State Government in accordance with the Planning
Act 2016. The preparation of the Planning Scheme has involved a dedicated project team,
technical consultants and legal and peer review processes, as well as extensive community
engagement as summarised in this report and attachments. A significant financial and resource
investment has been made in this process. The preparation of the New Noosa Plan began in 2016,
it is anticipated that the final Plan will be adopted and implemented in early 2020.
Risks & Opportunities
The current Planning Scheme, while amended numerous times, dates back to 2006 and was
written in accordance with the Integrated Planning Act. It is imperative that a new Planning
Scheme, which is not only compliant with the Planning Act 2016, reflective of revised State
Planning Policies and responds to current trends and challenges, be adopted.
The public notification of the draft Plan resulted in significant community input and submissions.
Consideration of all submissions has resulted in a number of proposed changes to the plan.
