1.3 Summary of Key issues from Submissions Round 1
Council received approximately 938 unique submissions on the draft Plan first round of
consultation. The majority were from individuals, with a few from groups or organisations.
As previously reported to Council at its September Special Meeting the issue most frequently
raised by submitters was short-term accommodation (approximately 376 submissions) and
specifically the ability to let a residential property, be it a home or an investment property, to short-
term guests.
In addition to the many submissions on short-term letting, the proposed application of the Tourist
Accommodation Zone to sites and areas predominantly used for tourism accommodation also
resulted in many submissions with some property owners objecting to the application of the tourist
accommodation zone, and some resort operators requesting the Tourist Accommodation Zone be
applied to their sites.
Coastal Protection and the coastal building line were of interest to many submitters and there were
a large number of pro-forma submissions relating to the Peregian Beach Surf Club and its future.
A number of site specific rezoning requests were received, some submitters queried the application
of overlays on their property and a number of submissions were received with regard to various
issues in centres and hinterland towns.
1.4 Public notification on ‘Significant Changes’ – Round two
Following review of submissions on round 1 of the draft Noosa Plan, a number of changes were
recommended to the Plan in response to submissions. A number of these were considered
significant and therefore warranted further consultation and public notification on the changed
aspects only.
The Minister’s Guidelines and Rules outlines that where changes are made to the plan in response
to submissions that are considered significant Council must repeat the public consultation process,
but may limit the public consultation to only those aspects of the draft Plan that have changed.
Council advertised the second round of submissions from 16 September to 11 November 2019.
Just over 600 Submissions were received.
