Dear Sir/Madam
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily assess the proposal.
application details
Application No.	MCU22/0080
Street Address:	15 Ross Cres Sunshine Beach Qld 4567
Real Property Description:	Lot 571 RP 48112
Planning Scheme:	Noosa Plan 2020 (25 September 2020)
INFORMATION REQUIRED
The information requested is set out below:
Issue
AO2.1 of the Low Density Residential Zone code states that land uses do not regularly result in more than 10 unrelated persons being present on site. The proposal plans detail 5 large en-suited bedrooms and one bunk room and 8 carparking spaces which could result in the dwelling being used for more than 10 unrelated persons.
Information Required
Please provide advice as to the use of the dwelling with regard to the AO2.1.

Issue
AO6.2 of the Low Density Residential zone code states that no more than five bedrooms are to be provided. Concerns are raised as to the whether the use will be used for purposes other than a dwelling.
Information Required
2. Please provide confirmation that the premises will be used as a dwelling.

Issue
The Noosa Plan defines a basement as being between a floor level and the floor level that is immediately below it with no part more than 1 metre above the ground. The proposal plans appear to detail that the basement has been measured to the ceiling height of the garage rather than the floor level above.
Information Required
Please provide amended plans demonstrating compliance with the basement definition.

Issue
AO7.2 of the Low Density Residential Zone Code detail that where excavation is required the maximum portion of the exposed façade of the building cannot exceed 8m in building height.
Information Required
Please provide amended plans demonstrating compliance with AO7.2.

Issue
Side boundary setbacks. AO9.3 of the Low Density Residential Zone Code details buildings and structures setbacks for side boundaries. The proposed portal frames along the northern side boundary are not supported and further detail is required with regard to the height of the water feature and any required fencing as well as impacts on the adjoining property to the north.
Information Required
Provide amended plans that detail removal of the portal frames from the side boundary setbacks.
Provide further plans and details regarding the water feature located on the side boundary including:
Details of fencing height and any retaining proposed along the northern side boundary and any screening proposed for privacy including existing and finished ground levels.
Confirmation that the water feature is not located 1 metre above existing and finished ground levels.

Provide further information detailing how the building provides for landscaping, retention of vegetation and screening along the side boundary in accordance with PO9 of the Low Density Residential Zone Code relating to side setback requirements.

Issue
AO6 of the low Density Housing code requires the provision of 20% of soft landscaping.
Information Required
Provide plans that demonstrate the calculation of 20% of soft landscaping landscaping.

Issue
The proposed intrusions into the rear setback of the upper level are not supported due to potential impacts on adjoining premises.
Information Required
Provide a revised plan detailing a compliant rear setback.

Issue
Access Driveway – Insufficient detail has been provided with regard to the proposed access driveway and manoeuvring areas.
Council seeks to ensure that driveways are built to a standard where a B99 vehicle does not bottom out or scrape.
Information Required
Provide amended plans of the access driveway. The detail must be prepared by a suitably qualified person and include but not be limited to:
levels and grades of the access driveway and the maneuvering areas;
a longitudinal section extending from the centerline of the formation in Ross Cr to the basement garage;
a driveway designed generally in accordance with Council’s standard drawings RS-049 and RS-050;
demonstrate that a B99 vehicle will not bottom out or scrape entering/exiting the driveway;
the necessary stormwater drainage structures.

Issue
Carparking – From the submitted plans it is not clear that a vehicle can easily access/leave the proposed carparks when all the others are occupied.
Information Required
Considering all other carparks are occupied, demonstrate (by providing swept paths for each of the proposed carparks) that a B99 vehicle is able to park and leave the site with no more than 3 movements.

Issue
Stormwater – Based on the provided information and available mapping, it is not clear how stormwater will be managed.
Information Required
Provide a preliminary Stormwater Management Plan for the site, including details of site levels and contours together with the collection and discharge of stormwater runoff from the building, the hardstand areas, the basement (a sump drain is proposed on the basement’s floor though no details of discharge are provided) and landscaped areas; and any required inter-allotment drainage and relevant easements.

Issue
Earthworks – the submitted plans propose a significant amount of earthworks though no details are provided for these works.
Information Required
Provide details, prepared by a RPEQ (Registered Professional Engineer of Queensland), of the proposed earthworks, including, but not limited to: extents; volumes; existing and finished levels; cross-sections; batters and/or retaining structures; stabilisation methods proposed, etc.
