response to information request
10 November 2021 Lisa Pienaar Noosa Council [email protected] RE: Response to Information Request MCU21/0168 – 32 Maple St, Cooroy Council issued a further advice request on 15 October 2021. The applicant provides the following additional information in response to the items: 1. Provide further information about the functionality of the floor space and provide significant justification/confirmation for the use of these spaces. 2. Consider and respond to parking requirements accordingly. Please find updated proposal plan with use areas split between the front café and the office at the rear. Food and Drink Outlet • The café includes 111m2 of sit-down dining areas marked in purple addressing the Maple St and Wimmers Lane frontages - providing for an active streetscape. • The café also provides for 124m2 of circulation space that cannot be used by patrons for dining/siting, as it is required to be always left open for fire access and egress. The circulation area extends to the rear office areas as it is intended to be used by both businesses with the café to bring products and garbage from the stores through the building to the back of house kitchen and vice versa. • The parking areas have been reconsidered to allow for a Pantech to load and deliver to the site within the rear carpark area. • Garbage is to be stored in the service court and able to be wheeled out to allow for garbage pick up on the site. In this regard, the access splay has been amended to improve the current circulation and manoeuvring. Office • The office is located at the rear of the site and is intended to operate as a real estate office with client meeting areas accessible through the café. Although the two businesses are separate they share an entrance access from Maple St and carparking areas at the rear. • Existing carparking is to be line marked along Wimmers Lane and landscaping installed in front of the bays to improve the amenity of the site.

Parking
Thirteen (13) carparking spaces are provided on the site, including 4 x B85 staff bays
within the garage and the existing forecourt area and a service vehicle parking bay. The
driveway and forecourt line marking will be improved to allow for onsite deliveries and
garbage pickup.
The table below provides a car parking analysis of the proposal and the planning scheme.

19 - total
As demonstrated in the Table above, the number of car spaces provided meets the
requirement and fully complies with the provisions of the Driveways and Parking Code.
Acknowledging that 6 spaces are within the road reserve, Council historically has
considered the on-street parking as part of the development in cases where the
development has contributed to the additional spaces. In this case the development, as
discussed in section 2.3 of this report, by removing the service station infrastructure
resulted in a net gain of 6 spaces in the road reserve.
3. Demonstrate how the proposed development achieves Performance
Outcome PO17 of the Cooroy Local Plan.
4. Provide a fully dimensioned plan of the carparking areas. The spaces and
aisle/access widths must be in accordance with AS/NZS2890.1:2004 for the
relevant user class.
5. Provide swept path plans for spaces 1-6 that demonstrate the paths required
to access the site in a forward gear, access the space and exit the site in a
forward gear.
6. Provide a swept path plan for the service vehicle space and demonstrate how
the vehicle will access the site in a forward gear, access the space and exit
the site in a forward gear. Please note that waste collection must be in
accordance with The Noosa Plan (Waste Management code and PSP9 Waste
Management).
The proposal involves the reuse of a building which has been constructed along the
Wimmers Lane boundary. The application does not propose any major changes to the
existing building structure. PO17 is applicable to new developments requiring the
substantial knock down and rebuild of buildings, where there is an opportunity for Council
to enter into an infrastructure agreement to obtain a dedication for road widening. PO17
is not applicable in this circumstance.

The amended plans include dimensioned carparking bays of 8 x user class 3A bays; 4 x
user class 1 bays (staff) and 1 x user class 2 bay in accordance with AS/NZS2890.1:2004.
6.1m is provided between the western wall and staff bays 1 and 2, which allows for
manoeuvring to occur and exiting in a forward gear. The rubbish vehicle will be onsite
infrequently (potentially twice a week) and staff bays have been provided in this regard.
Staff bays 5 and 6 are reserved for the owners of the business and can either reverse out
of the site or leave in a forward gear using the service vehicle bay (when not occupied) in
a four point turn. This is considered acceptable for the reuse of the existing building and
parking area and improves the existing parking situation.
7. Provide plans that indicate the existing and proposed stormwater drainage
systems.
8. Provide a plan that demonstrates the development meets the landscaping
requirements under Noosa Plan.
There are no new hard stand areas proposed as part of the development. There are two
stormwater collection pits within the paved forecourt area that are to be reused. Additional
landscaping is also proposed in front of the Wimmers Lane car parking to screen the
existing retaining wall and provide visual relief along this frontage.
As a result of this additional landscaping, there is less hardstand areas than what is
existing, which results in a non-worsening to the stormwater leaving the site. Additional
landscaping is also proposed between the existing store and building.
Although the proposal does not meet the minimum 10% landscaping requirements
(129m2), the existing development provided no landscaping, and the proposal proposes
25m2 of landscaping in available areas which is appropriate in this instance for the resue
of the existing building.
Pursuant to the Development Assessment Rules, the applicant has given the assessment
manager the information requested in the information request. Please at your earliest
convenience.
