Attention: Matthew Pinese, Planning Officer
Dear Matt,
Response to Information Request – Other Change to the Noosa Waste & Recycling Facility at 561
Eumundi Noosa Road, Doonan, described as Lot 77 on SP298776
The purpose of this letter is to provide the further information requested by Council under the Information
Request made on 10 April 2025. The applicant has considered the request and provides the following
information.
Item – Sufficient Parking
PO6 and Table 9.4.1.4 (Minimum parking requirements including end of trip facilities) requires that for a Utility
Installation, sufficient spaces are provided to accommodate the number and type of vehicles likely to be
generated by the development.
From the application material submitted it is difficult to determine whether there has been no net loss of car
parking as a result of this change to development. A preliminary count of the existing car and truck parking
spaces existing on site suggests that there is the following existing number of parking spaces:
- 60 car parking spaces
- 24 truck parking spaces
A review of the proposal plans indicates that the development provides a total of 53 car parking spaces, with 22
of these spaces being for staff.
It is unclear as to where the truck/Cleanaway parking is delineated on the proposal plans.

1. Provide further information to confirm that there has been no net loss of public car parking, as a result of
this change to the development. or alternatively, demonstrate that there is sufficient spaces provided to
accommodate the number and type of vehicles likely to be generated by the development.
2. Confirm the number of trucks utilising the site and provide amended plans delineating where sufficient truck
parking is located.
3. Confirm the number of staff that attend the site and ensure that sufficient car parking is provided for that
number of staff.
Response:
The following advice is provided that deals with all three (3) issues raised above.
With respect to the amount of parking being provided, the applicant is providing sufficient parking to meet
the needs of the development without causing any adverse offsite impacts. The site is isolated and located
on the Eumundi Noosa Road, with all parking contained within the site. Given the improved internal layout
including the new location of the two (2) weighbridges to the east of the drainage line, the development will
not cause any queuing onto Eumundi Noosa Road.
Under the Driveway and Parking Code, specifically performance outcome PO6, a utility installation is to
provide sufficient parking to accommodate the number and type of vehicles likely to be generated. Given the
nature of the use, the vehicles attending the site are primarily for the purpose of disposing waste and
recyclable materials. This includes the general public, commercial operators and the Cleanaway contracting
service vehicles.
In terms of staff and employee numbers, the total number of employees on the site for the various
components of the operation, include the following:
• Noosa Council employees (on site based only), include:
- 4 weighbridge employees who work in the weighbridges and the transfer station; and
- 4 waste team members in the site office.
• Cleanaway employee numbers:
- Attending the site Monday to Friday is 35, including 21 waste service vehicle drivers
- Attending the site Saturday-Sunday is 9, including any service vehicle drivers required; and
- Only 5 of the employees work in the office, with other staff working further afield and mostly off
the site.
• Reviva Shop employee numbers:
- 4 to 5 employees Monday – Friday; and
- 3 employees on weekends.
While the development provides for a larger Reviva Shop, it is not expected that this part of the development
will generate a greater demand for parking. The majority of the patrons attending the Reviva Shop are already
attending the site to dispose of waste and recyclable materials. Consequently, the Reviva Shop is not
considered to be a destination in its own right with sufficient parking available for both staff and patrons. The
2|Page
Page 3
parking available for the Reviva Shop is 24 spaces, including 2 car and trailer spaces, with 21 spaces currently
being provided.
It is also relevant that the current contract with Cleanaway has been extended for a period of 2 years. Plans
for the next contract, including the process for public tender, are currently under review. At this stage, it is
not known which contractor will provide waste and recycling collection services for the Noosa area, or whether
all or some of the waste service vehicles will continue to be stored at the site. It is possible that the majority
of waste service vehicles may no longer be parked at the site in the future.
At this stage, it is proposed to provide a large, gravelled compound area to the east of the existing drainage
line as shown on the amended Master Plan (refer Attachment 1). This gravelled area is more than sufficient
to accommodate the parking for the waste service vehicles at present. It is also expected that the drivers of
the waste service vehicles will park their private vehicles within this gravelled compound area.
A pedestrian access link will also to be provided to this new compound area either adjacent to the existing
roadway or further to the north, providing a direct link from the Reviva Shop / Cleanaway Compound area.
While the gravelled compound area is considered temporary at this time, subject to the outcome of the review
of the waste contracting services to be provided, this parking area could be formalised, if necessary.
While the amount of formal parking provided within the Cleanaway Compound area to the northwest has
been reduced to 7 staff spaces, there is other land available in this location for overflow parking of waste
service and staff vehicles. This compound area is primarily for the servicing and washing of waste service
vehicles. There is a limited number of staff at this compound area during normal business hours with the
majority of staff being the drivers of the waste service vehicles.
In terms of Council staff, there are 4 weighbridge employees and 4 waste team members in the Waste Transfer
Station. A total of 22 spaces are being provided to the east of the Waste Transfer Station, which is more than
adequate parking for Noosa Council staff. Some of this parking could also be used by Cleanaway service
vehicle drivers; however, the parking is associated with the Waste Transfer Station and therefore can be
managed to meet the demands of patrons and staff attending the site, this being under the control of the
applicant (Noosa Council).
The majority of patrons attending the site will not need to park to dispose of waste and recycling materials.
The design of the new Waste Transfer Station provides for 4 lanes of traffic and 13 bins for all types of waste
and recyclable materials. There is no need for the majority of the patrons to park for extended periods on the
site. Despite an increase in the number of patrons attending the site in recent years due to population growth
in both the Noosa and Sunshine Coast areas, there will be less demand for the patron parking within the site
once the development is operational.
The proposed development complies with performance outcome PO6 of the Driveways and Parking Code.
Item – Public, Staff and Traffic Safety
The purpose and overall outcomes of the Driveways and Parking Code require parking and manoeuvring areas
to be designed to protect the safety of pedestrians, be functional and meet reasonable requirement of the
particular land use.

It is understood that a key driver of this change to the development is to improve the level of risk to public and
staff safety.
Information Required
4. Further information/detail is to be provided on the proposal plans to demonstrate that there is clear
demarcation and delineation of vehicle and pedestrian areas to reduce potential conflicts and improve public
and staff safety.
5. Demonstrate on the proposal plans how the public walk safely between the Transfer Station and the Reviva
Shop.
Response:
The Waste Transfer Station and Reviva Shop and internal layout and operation of the Waste and Recycling
Facility, including the existing Cleanaway Compound, have been deliberately designed to provide separation
and limit pedestrian connectivity for patrons. Given the nature of the use, it is not desirable for the
development to provide any pedestrian connectivity for patrons between the proposed facilities for work
place health and safety reasons. The design of the development does provide for limited pedestrian and work
place connectivity for Noosa Council and Cleanaway staff.
The design of development deliberately seeks to discourage pedestrian movements within the site between
the various components for operational reasons. There is a clear intent to provide separation of heavy vehicle
movements from both the Cleanaway servicing trucks and also commercial vehicle operators and other
vehicles within the site and also prevent any conflicts with pedestrians, in particular patrons attending the
site.
It is intended that patrons attending the site to dispose of waste and recycling materials will drive to the
Waste Transfer Station and then drive and park at the Reviva Shop as required. Vehicles leaving the site from
the Reviva Shop do not have to access the weighbridge for a second time.
There is a shared access path to the east of the Reviva Shop linking to the Waste Transfer Station to the south.
This shared pathway will be used by forklifts to transfer waste materials between the Waste Transfer Station
and the Reviva Shop. Further, will be used by staff as a pedestrian link but will not be used by patrons
attending the Waste and Recycling Facility and will be signed posted accordingly.
Another staff walkway is to be provided across the drainage channel to provide pedestrian connectivity for
Cleanaway staff to access the gravel hardstand area where the Cleanaway service vehicles will be parked when
not in use (refer Attachment 1). The additional pedestrian pathway and the gravel hardstand area to the
east will be shown on amended proposal plans that are yet to be updated1.
Development Assessment Rules
Under section 13 of the Development Assessment Rules, the applicant has responded to the information
request, which means the information request period under part 3 has ended. The applicant will however be
