Previous Council Consideration
The 2017/18 budget was adopted by Council resolution on 29 June 2017.
Finance & Risk
Finance
Operating carryovers will impact negatively on Council’s operating result. The additional $244k in
expenditure will reduce the current $259k operating surplus to a marginal operating surplus of
$14k. The operating surplus ratio reduces from 0.3% to 0.02% (albeit still within the policy
benchmark range of 0%-10%).
Capital carryovers do not impact directly on the current year operating position (through
depreciation expense), as it is assumed that these projects were initially anticipated to be
completed by 30 June 2017 when developing the 2017/18 budget. The capital carryovers are not
expected to impact on Council’s capacity to deliver the program by 30 June 2018.
Council’s financial sustainability ratios will remain within than the target range following the
incorporation of both operating and capital carryovers.
Note that accounting adjustments relating to the 2016/17 financial year are still being finalised,
and as such the budget financial statements contain interim figures at this stage.
