1. Introduction
1.1 Background
ATP Consulting Engineers was engaged by One Free Ride Trust to prepare an acoustic report
(Noise Impact Assessment from Amplified Music or Voice Associated with Entertainment at
Premises Licensed Under the Liquor Act 1992) for the Village Bicycle Cafe at Shop 1, 2 Botllebrush
Avenue in Noosa Heads.
This acoustic report is to support an application for amended liquor license for Village Bicycle Cafe
demonstrating that under busy operations, and with appropriate noise control measures, the noise
emissions from the cafe do not exceed the limits defined under the Liquor Act 1992 and Liquor
Regulation 2002.
ATP Consulting Engineers carried out site specific background and operational noise measurements
to determine the noise emissions from Village Bicycle cafe and the impact on the existing noise
amenity at the nearest noise sensitive places. In addition noise propagation modelling was carried
out to design appropriate control measures for patron noise emissions from the outdoors dining area
as per the specific information request by the Office of Liquor and Gaming Regulation (OLG).
1.2 Study Objectives
Study objectives are as follows:
• Carry out site specific noise measurements to obtain information about the existing noise
amenity in the area, and the noise levels associated with music and patrons from Village
Bicycle cafe;
• Assess the measured noise levels against the criteria from the Guideline for Acoustical
Consultants When Assessing Noise Associated with Entertainment and Patrons at Premises
Licensed Under the Liquor Act 1992 ([he Guideline); and
• Provide recommendations to ensure noise emanating from the premises is controlled at all
times and remains within the limits set out in this report so as not to cause unreasonable
impact on the nearest noise sensitive places.
1.3 Location of Premises
Village Bicycle has been established and operating under On Premises Licence No. 167243 since
the 2200 of April 2014 with trading hours of 4:00pm to 12:00am Monday-Sunday. The initial
application for liquor licence has not been supported by an acoustic report, thus Standard Condition
LL250 of the liquor licence imposes the following condition:
• Noise emanating from the premises including amplified and non-amplified noise and patron
noise must not exceed 75dB(C), fast response, when measured approximately 3 metres from
the primary source of the noise.

".,-p 1.4 Activities at the Licensed Premises Village Bicycle operates as a cafe with indoor and outdoor seated areas. The indoor area is fully enclosed with double brick walls along the north-eastern and south-western fayade. The south- eastern fayade is fitted with two windows and a service door. Folding doors, opening to the outdoors dining area, are located along the north-western fayade. The outdoor seated areas are located in front of the cafe as well as along the north-eastern side of the building, as presented in Figure 1.2. The site inspection and attended noise measurements were carried out on the 2nd of May 2015 (Saturday) to obtain operational noise emissions over the busy weekend period (Appendix A, Photos 3 and 4). Background noise measurements were also carried out during quietest possible period around 2:00am between 9111 and 10111 of June 2015 (TuesdaylWednesday) (Appendix A, Photos 5 and 6). The additional site inspection and noise measurements were carried out to identify the quietest background noise levels normally expected on Monday or Tuesday evening, as per The Guideline requirements. Amplified music is played inside the premises with the speakers located on the north-eastern wall near the entrance. No other amplified entertainment is provided at the premises. ViI/age Bicycle Cafe floor plan and speaker location is presented in Figure 1.2. Client: One Free Ride Trust Page 3 Doc No.: ATP150314-R-NIA-2 Doc Title: Noise Impact Assessment

2. Noise Impact Assessment
2.1 Noise Assessment Limits
The assessment criteria for noise levels emanating from all areas of licensed premises are defined
by the Liquor Act 1992 (the Act) and Liquor Regulation 2002 (the Regulation) as follows:
• Between 6:00am and 10:00pm, the adjusted maximum sound pressure level LAIO,plus
adjustments for tonal and impulse components, must not exceed the background level LA90
by more than 10dB(A) when measured at any affected premises.
• Between 10:00pm and 6:00am, the sound pressure level Loct'0, in a full octave band with
centre frequencies from 63Hz to 2000Hz must not exceed the background level, LocJ9(J,
by
more than BdB in any octave bands when measured at any affected premises.
2.2 Methodology
Site visit and background and operational noise measurements were undertaken on the 2nd of May
2015 (Saturday). Background noise measurements were also carried out on the 9th to the 10th of
June 2015 (Tuesday and Wednesday). Procedures specified in Guideline for Acoustical Consultants
- When Assessing Noise Associated with Entertainment and Patrons at Premises Licensed Under
the Liquor Act 1992 (The Guideline), were followed.
Attended noise measurements were carried out at the footpath in front of NO.1 Bottlebrush Avenue,
which is the nearest noise sensitive place to the Village Bicycle cafe, as presented in Figure 2.1 and
in Appendix A (Photos 5, 6, 7 and 8).

3. Noise Propagation Modelling
The noise measurements recorded when Village Bicycle is operating do not represent the true noise
emissions from the cafe, because other noise sources were present in the environment. The Village
Bicycle operational noise emissions must be considered in isolation from the general acoustic
amenity at the surroundings. Therefore, noise propagation modelling using Sound PLAN software
was used to calculate the operational noise levels.
A 3D noise propagation model was developed using SoundPLAN software, considering the terrain
characteristics around the investigated site, and site specific noise measurements and observations.
The intent of the noise propagation modelling was to assess the operational noise attributed to the
operation of Village Bicycle cafe at the nearest noise sensitive place (Boftlebrush Townhouses) and
to design noise control measures.
3.1 SoundPLAN 3D Model
Extract from the SoundPLAN model, presenting the topography, the location of Village Bicycle cafe
relative to the nearest commercial and noise sensitive places, are presented in Figures 3.1, 3.2 and

patrons standing, which is the worst case scenario with regards to noise emissions over the existing
acoustic fence.
The locations of the patrons, as considered in the SoundPLAN model, are presented in Figure 3.4.

4. Discussion and Recommendations
4.1 Compliance with Noise Limits
The noise emissions from Village Bicycle cafe, under busy operational conditions, considering
amplified music of up to 85dB(A)L,o, at 3 m from the speaker and typical patron noise emissions in
the internal and outdoors dining area, are within the noise limit applicable before 10:00pm. After
10:00pm the noise limit is marginally exceeded in the 250Hz octave band. Whilst the calculated
sound pressure levels in the other octave bands are within the criteria, they are very close to the
limits.
Therefore, conditions on amplified music (speaker) and patron noise emissions are recommended
to ensure that the intrusive noise levels after 10:00pm at the nearest boundary of Bottlebrush
Townhouses are within the acceptable levels.
4.1.1 Recommended Levels for Amplified Music
To ensure compliance with the day-time/evening (6am to 1Opm) noise limit the instantaneous volume
level, at 3m from any of the speakers at Village Bicycle, must not exceed 85dB(A) or 90dB(C)Ll0
when measured at 3 metres from the speakers. This corresponds to the sound pressure level
measured when the speaker volume was set at its loudest during the attended noise measurements
on the 2nd of May 2015.
The Guideline for Acoustical Consultants - When Assessing Noise Associated with Entertainment
and Patrons at Premises Licensed Under the Liquor Act 1992 (Office of Liquor and Gaming
Regulation, 2010) provides a procedure for calculating recommended levels from amplified music.
This procedure considers noise emissions from amplified music only and does not consider patron
noise, thus it is provided only to establish the recommended instantaneous volume level at 3m from
any of the speakers at Village Bicycle cafe.
The results of the amplified music assessment are presented in Appendix F.
4.1.2 Recommended Levels for Patron Noise
Since patron noise is the primary concern associated with Village Bicycle cafe operations, based on
the results of the operational noise propagation modelling, operational noise levels for patron noise
emissions were determined. The maximum sound pressure levels, 3m from the outdoor dining areas
of Village Bicycle cafe, are presented in Table 4.1.

Village Bicycle can operate with patrons indoors and outdoors, seated andlor standing, as long as
the maximum sound pressure levels, 3m from the outdoor dining areas of Village Bicycle cafe, as
presented in Table 4.1 are not exceeded.
4.1.3 Noise Management Measures
To ensure compliance with the recommended limits on patron noise emissions, the following noise
management measures must be implemented:
• Staff actively encourage patrons to keep the noise down;
• At closing time, staff ensure patrons move away from the premises as quickly and quietly as
possible; and
• Allow outdoor patrons to be standing, thus allowing free movement between tables, which
can alleviate problem of patrons calling out to one another.
4.1.4 Recommended Additional Noise Control Measures
In addition to the patron noise management measures, the following additional noise control
measures are recommended:
• Raising the height of the existing 1.5m high timber noise barrier fence to 204m with O.9m
addition, which will be added in a seamless way with no gaps between the existing timber
palings and the addition; or

• that will be added in a seamless way with no gaps between the existing timber palings and
the addition; or
• Construction of a new 204m high acoustic fence alongside or in place of the existing fence on
the north-eastern boundary;
• The intent of the provision of higher acoustic fence is to screen the direct line of view from
the outdoor dining area of the cafe to the top floor of Botllebrush Townhouses; and
• If a new acoustic fence is constructed, suitable materials are timber, fibre-cement, aerated
concrete (Hebel) or other material with a minimum density of 12.5 kg/m2•
Operational noise propagation modelling was carried out with consideration of 204m high acoustic
fence. The results are presented in Table 4.2 and in Appendix G.

5. Conclusions
Based on the results of the noise assessment in support of Cafe Liquor License for Village Bicycle
Cafe, with consideration of typical background noise levels for day-time/evening (6am to 10pm) and
night-time (1Opm to 6am), the following is concluded:
• To ensure compliance with the day-time/evening (6am to 10pm) noise limit the instantaneous
volume level, at 3m from any of the speakers at Village Bicycle, must not exceed 85dB(A) or
90dB(C)L,o when measured at 3 metres from the speakers. This corresponds to the sound
pressure level measured when the speaker volume was set at its loudest during the attended
noise measurements on the 2nd of May 2015.
• Village Bicycle can operate with patrons indoors and outdoors, seated and/or standing, after
10:00pm as long as the following conditions are met:
o The sound pressure levels measured 3m from the nearest tables in front of the cafe
must not exceed 76dB(A)L10; and
o The sound pressure levels measured 3m from the nearest tables along the north-
eastern boundary of the cafe must not exceed 65 dB(A)L,o.
• To ensure compliance with the recommended limits on patron noise emissions, the following
noise management measures must be implemented:
o Staff actively encourage patrons to keep the noise down;
o At closing time, staff ensure patrons move away from the premises as quickly and
quietly as possible; and
o Allow outdoor patrons to be standing, thus allowing free movement between tables,
which can alleviate problem of patrons calling out to one another.
• In addition to the patron noise management measures, the following additional noise control
measures are recommended:
o Raising the height of the existing 1.5m high timber noise barrier fence to 204m with
0.9m addition, which will be added in a seamless way with no gaps between the
existing timber palings and the addition; or
o Construction of a new 204m high acoustic fence alongside or in place of the existing
fence on the north-eastern boundary;

and
o If a new acoustic fence is constructed, suitable materials are timber, fibre-cement,
aerated concrete (Hebel) or other material with a minimum density of 12.5 kg/m2.
• The location of the recommended 2.4m acoustic fence is presented in Figure 4.2 of this
report.
• Provided the recommended additional noise control measures are implemented as specified
in this report, the operation of Village Bicycle cafe will not result at unreasonable noise at the
nearest noise sensitive places.
