Mayor Wellington
Noosa Council
9 Pelican Street
TEWANTIN Q4565 20" December 2017
Dear Mayor Wellington,
Thank you for meeting with us today as a follow-up to the constructive meeting with you on 11 to discuss the opportunity for
Cooroora Historical Society Inc to purchase the former Cooroora Masonic Lodge property in Station Street Pomona which is for
sale. This letter is to provide further details about this exciting project for Noosa Shire Museum and also to respond to specific
items raised during our first meeting on 11".
Noosa Shire Museum strongly believes that this State Heritage Register Listed File No.602423 Icon in Noosa Shire should be
owned and operated as an annexe to the museum. The property will become part of the museum’s collections with the
responsibility of providing the public access to the precious interior murals, provide a venue for museum events, displays , and
visiting exhibitions, improve NSM sustainability and complement the development planning under way following on from the
Noosa Council review by Josh Tarrant and the 2017 Australian Standards Review by Museums and Galleries Queensland. This
action and community development by Cooroora Historical Society Inc will comply with “The Burra Charter — The Australian
ICOMOS Charter for Places of Cultural Significance” - Article 9. Location 9.1.
To purchase this property for the above reasons, CHS Inc is asking Noosa Council to be a financial partner by approving our
Heritage Levy application to fund 50% of the purchase price of the property. The remaining 50% is being sought from other
funding sources . The owners have provided a sale price to us of $450,000.00.
To address issues mentioned during our first meeting last week , the following response is provided to individual items —
ISSUES - RESPONSE —
COUNCIL to PURCHASE _ This application from Cooroora Historical Society Inc. is not asking Noosa Council to “purchase an old
OLD BUILDING: building”. This application is asking for Council’s interest and financial support to assist CHS Inc. raise
funds from various sources to purchase and publicly use an Icon of Noosa Shire heritage for Shire and
Community development.
VOLUNTEERS: CHS management committee is confident of providing adequate volunteer staff numbers to
operate the site as an annexe to NSM.
RATE PAYERS MONEY: An allocation for funding from the Heritage Levy to provide part funding for the purchase of the
property is justified by this CHS project which is to preserve and use acknowledged Noosa Shire
social and cultural heritage as depicted by rare artistic murals painted in the 1920s within the building
yuh ey which are additional site heritage to the history and early settlement of the land by one of the
iY Protestant Unity Group settlers from 1896 and the Masonic Lodge built in 1923 , please refer to
fej RE GEVED a Heritage Levy policy page 1 “preserve and protect the tangible and Intangible heritage of the Shire”.

HL policy page 2 POLICY STATEMENT 2. “Heritage Projects and Initiatives: to fund new and ongoing
cultural heritage projects and acquisitions by Council in partnership with the community.”
USE OF LEVY REVENUE: (Page 2) The Levy can be used for leveraging grants and partnership
opportunities from the state and federal governments and other agencies, provided there is no
impediment to achieving the agreed outcomes of Levy funding.”
OTHER FUNDING: Funding applications to other sources for about 50% of price are in the process of lodgement.
|
| MAINTENANCE: Cooroora Historical Society Inc as owners of this State heritage Listed property would be eligible to
apply for a State Government grant to fund building maintenance needs from time to time, thereby
relieving Noosa Council and rate payers of this perceived cost.
OPENING TIMES: “That the Lodge be available for public viewing during the annual ‘Open House’ one day event “.
| Our response is that once the property is operating as an Annexe to Noosa Shire Museum, it will be
open for a minimum of 120 days a year for visitors which also adds to NSM development and
sustainability objectives.
IMPROVE DISPLAYS: “at 29 Factory Street eliminates need for more space ! “
Our response is to advise this process is under way at 29 Factory Street which aligns with both the
review from Josh Tarrant and Standards review by Museums and Galleries Qld. The acquisition of the
Lodge as an Annexe to Noosa Shire Museum will also improve displays , assist in providing
management and curatorial attention to museum planning, facilitate short and long term
development and increase public use and visitor numbers . Both sites will be creditable examples of
Noosa Shire caring for its heritage now and into the future.
| The committee of management makes the point that re-arrangements of displays under way will
| assist with improving displays in the short term however CHS as an historical society, also has
| responsibility to provide long term custodianship for the growing needs of cultural
heritage donations to our collections from the community according to our constitution and policies.
CHS Inc management committee is delighted and very grateful to have received thirty-one (31) letters of support from
organisations, businesses and individuals. These LOS have been provided to us to include in our funding applications as
expressions of strong and genuine support by each signatory and their desire to see this former Lodge site become part of
Noosa Shire Museum, to be in responsible community hands and importantly, open to the public. Our management will keep
these valuable contacts updated as a matter of courtesy, about our funding successes or otherwise.
| These letters are now provided to Noosa Council as supporting documentation with our application.
Thank you again Mayor Wellington for providing the opportunity to discuss this community heritage initiative with you and we
would appreciate further opportunities to discuss aspects of this application with your-self and Councillors in the near future.
We are looking forward to working with Council to make the Lodge purchase and Noosa Shire Museum development a reality.
Yours sincerel

To Whom It May Concern
| am pleased to lend support to an application by Noosa Shire Museum (Cooroora Historical Society
Inc.) which seeks funds from the Noosa Council Heritage Levy for the acquisition of Cooroora
Masonic Lodge. The Cooroora Masonic Lodge was built in 1923 in Station Street Pomona. It was
heritage listed in 2003, recognising the importance of it’s Masonic murals, painted in 1928. If
successful, | understand that the Noosa Shire Museum would use the building as an annexe to the
existing Museum building in Factory Street, which would be open to visitors and provide much
needed additional space for it’s growing historical collections.
The addition of the Cooroora Masonic Lodge as a community-owned heritage building would bring
great value to the Pomona and Noosa regional community. Pomona is already recognised for the
importance of it’s heritage buildings and providing a unique and attractive drawcard for visitors to
our region.
| fully support the Noosa Shire Museum in it’s quest to deliver the Cooroora Masonic Lodge into
community hands and secure the future of this important building.
Yours sincerely

COOROORA MASONIC LODGE
To Whom It May Concern
The Society is pleased to lend support to an application by Noosa Shire Museum (Cooroora
Historical Society Inc.) which seeks funds from the Noosa Council Heritage Levy for the
acquisition of Cooroora Masonic Lodge. The Cooroora Masonic Lodge was built in 1923 in
Station Street Pomona. It was heritage listed in 2003, recognising the importance of it’s
Masonic murals, painted in 1928. If successful, I understand that the Noosa Shire Museum
would use the building as a annexe to the existing Museum building in Factory Street, which
would be open to visitors and provide much needed additional space for it’s growing
historical collections.
The addition of the Cooroora Masonic Lodge as a community-owned heritage building would
bring great value to the Pomona and Noosa regional community. Pomona is already
recognized for the importance of its heritage buildings and providing a unique and attractive
drawceard for visitors to our region.
| I fully support the Noosa Shire Museum in its quest to deliver the Cooroora Masonic Lodge
| into community hands and secure the future of this important building.
Yours sincerely

Re: Purchase of former Cooroora Masonic Lodge, Pomona
Dear Museum Committee members
The Heart of Pomona Committee (HOP) offers its support for the Noosa Shire Museum plan
to work collaboratively with Noosa Council to purchase the former Cooroora Masonic Lodge
and make it an annexe to the museum that will house the museum’s considerable collection of
Freemasonry items, and other memorabilia. HOP also commends the idea of leasing part of
the building to provide an income stream that will pay for the building’s upkeep.
A town that does not recognise its past cannot discern where its future lies. The museum
annexe concept sits well with Pomona’s ‘working town’ image and promotion as Noosa’s
Living Heritage Town. While it is a service centre for a population of 8000, more and more
visitors are coming to Pomona to experience our culture - embodied in the museum and The
Majestic Theatre, the markets and the art gallery - and to use the town as a base to explore
the Noosa Trail Network, the nearby Everglades and Tuchekoi National Park; and other
attributes that create a genuine nature-based tourism experience.
HOP has sought to ensure that Pomona remains a ‘walkable’ town, as this improves social
interaction and community connectivity. The self-guided history walk is an important
element of town life, for locals and visitors. The more we can encourage people to take that
walk and develop places to see and experience along the way, the more attractive our town
becomes to visitors and those who call it home.
The former Masonic Lodge is a significant building in the town, covered by a state heritage
listing. Unused, it remains vulnerable and could be lost. The Noosa Museum plan will
preserve and protect it, and will put it to good use. HOP congratulates the museum
management committee for its vision.
Yours faithfully ;

Museums & Galleries Queensland (M&G QLD) is the peak industry body for the
museum and gallery sector in Queensland. The Company strive to ensure a
future where museums, galleries and keeping places are relevant, accessible and
valued by their communities.
As part of M&G QLD’s Training and Professional Development Program, we
deliver the Standards Review Program annually in a different region of
Queensland. In 2017, we worked with organisations in Noosa and the Sunshine
Coast. To their credit, the Noosa Shire Museum (Cooroora Historical Society Inc.)
made the year-long commitment to participate in the Program.
The Standards Review Program supports museums, galleries and other collecting
organisations through a process of self-review and external feedback.
Participating organisations self-assess their operations and policies against
standards of museum practice in governance, collection management,
conservation practices and public access and participation according to the
National Standards for Australian Museums and Galleries. The program is
designed as a ‘health check’ with Reviewers from the industry providing
independent assessment and advice.
The Noosa Shire Museum holds an important collection associated with the Noosa
region and has been a vibrant contributor to community life for over 30 years.
The Museum plays an essential role for the community by providing access to the
collection and associated information about the region’s rich and important
history.
The Standards Review Program has identified that there is room for improvement
in the provision of adequate storage for this collection to allow for revitalising of
displays, improved collection care, rotation of objects according to preventive
conservation guidelines and also deaccessioning.
M&G QLD is pleased that Noosa Shire Museum is proactively looking to improve
care and display of the collection by acquiring the Cooroora Masonic Lodge,
which would be used as an annexe to the current Museum building, the former
Council Chambers in Factory St.

The National Standards for Australian Museums and Galleries Principle A4 states,
‘The museum is a secure, well-managed facility that presents a positive public
image’. With supporting Standards:
A4.1 The museum has security of tenure for its premises.
A4.2 The museum dedicates appropriate spaces to all activities.
A4.3 The museum conserves, maintains, protects and documents its assets. And
Benchmark A4.3.1 ‘The museum premises provide a suitable and safe
environment for all of the museum’s operations, including the storage and
display of the collection’.
By acquiring the Cooroora Masonic Lodge the Noosa Museum would be ensuring
improved space for collection display and storage across both buildings. This will
improve access and form a very sound platform for the Museum to continue the
excellent work they are doing in preserving and presenting Noosa’s history and
heritage for and to the community.
