Appendix B - Ecological Assessment Report
8.0 CONCLUSION An ecological assessment has been undertaken in general accordance with Noosa Plan 2020 - Planning Scheme Policy - Ecological Assessment Guidelines (PSP3) to determine the environmental values present within Lot 4 on RP213871 located at 797 Ringtail Creek Road, Pomona. The outcomes of the assessment identified the following: The proposed dwelling requires the clearing of approximately 2,900m2 of Tall open Eucalypt forest over vineforest to locate the dwelling and provide a suitable asset protection zone to mitigate against bushfire impacts. No conservation significant flora species listed under the NC Act or the EPBC Act were observed within the site. No conservation significant fauna species were incidentally observed during the site investigation. The habitat within the site is considered suitable to support the following conservation significant fauna species: o Hirundapus caudacutus (white-throated needletail) – general habitat is present within the site o Phascolarctos cinereus (koala) – habitat within the Eucalypt forest Approximately 3ha of vegetation within the site is proposed to be retained and rehabilitated. The application has been assessed against relevant legislative requirements and assessment frameworks. The legislative compliance is summarised below: Noosa Plan 2020, Code 8.2.2.3 Biodiversity, Waterways and Wetlands – Compliant subject to Council acceptance of the measures proposed to mitigate the assessable clearing of 1,830m2 of vegetation mapped as an Area of Biodiversity Significance and containing MSES Environmental Values. Nature Conservation (Koala) Conservation Plan 2017 and State Code 25 Development in South East Queensland Koala Habitat Areas – The application is considered exempted development. Vegetation Management Act 1999 and State Code 16 Native Vegetation Clearing –The proposed clearing is residential clearing therefore referral to SARA for assessment against SDAP State Code 16 - Native Vegetation Clearing is not required. Nature Conservation Act 1992 – The applicant is required to undertake a formal flora survey and submit a Flora Survey Report and Exempt Clearing Notification to DES prior to any vegetation removal within the site. A fauna spotter/catcher is recommended to be present during vegetation clearing. Environment Protection and Biodiversity Conservation Act 1999 – Generally compliant. No threatened flora species or threatened ecologically communities present. The limited amount of clearing proposed is considered unlikely to trigger a significant impact to any potential matters of national environmental significance if present within the site.
