27. I note that at night time vehicles entering Opal Street from Elm Street would have their headlights lit and would
be more visible to vehicles reversing from the western space — were these vehicles to not have their headlights
lit at night I would consider a significant fault to be with the driver of the car with unlit headlights rather than it
being a characteristic of traffic operation.
28. Vehicles larger than those I have utilised in my demonstrations would be more visible and unlikely to be
obscured by the obstructions identified in the RFI.
29. To ensure that vehicles entering Opal Street from its western end utilise the part of the carriageway closer to
the centreline (and therefore be further from a vehicle reversing from the western space), I recommend that a
road line be painted on the northern side of Opal Street, extending from that from kerb of the north east corner
eastwards towards the proposed access (similar to what is shown Figure 5). Such a painted line will encourage
eastbound vehicles on Opal Street to remain close the centreline and ensure vehicles reversing from the
proposed on-street parking spaces adjacent to the subject site are able to view vehicles on Opal Street and
stop appropriately to give way.
