2 BBRF GRANT APPLICATION FOR NOOSA DISTRICT SPORTS COMPLEX — STAGE 1
ADDITIONAL INFORMATION
Background
The current report before Councillors identified that we were awaiting updated costing estimates
from the quantity surveyor and that this may impact the estimated project budget.
Council's Quantity Surveyor has now provided the costing estimate on the civil works for Noosa
District Sports Complex (NDSC) at a total project cost of $4,145,000. This is an additional $1,445,000
on the estimates provided in the initial report, putting the grant funding submission for the project
now at $2,072,500 and Council's 50% contribution at $2,072,500.
The costings provided in the orginal report (as stated) were based on the QS completed in 2020 on
concept designs. The QS has now been completed on the detailed design and provides the most
accurate costing for the completion of the project, taking into account the currently heated
construction market and predicted escalation costs between the time of grant submission to the point
of tender. The QS has been completed by an external contractor who has provided accurate costing
for recent large projects which provides a high degree of confidence in their estimate.
This means that Council’s 50% contribution for the BBRF grant would now need to be $2,072,500,
which is an additional $572,500 above the amount forecast in the current report. It is proposed to
fund this by bringing forward a $500K allocation in the 27/28 Capital Works program for carparking
upgrades at NDSC and allocating an additional $72,500 from general revenue.)
Finance
The following table is a revised table which replaces the table provided on page 22 of the report
published in the Services & Organisation Committee Meeting Agenda. It provides an updated
summary of the financial amendment requested pending a successful outcome of the grant funding
application:

if application is BBRF Contribution $900,000 $1,172,500 $2,072,500
successful Total Project Costs $1,800,000 $2,345,000 $4,145,000
