ORDINARY MEETING MINUTES 21 JULY 2022
In accordance with Chapter 5B of the Local Government Act 2009, Cr Finzel provided the
following declaration to the meeting of a declarable conflict of interest in this matter:
I, Cr Finzel, inform the meeting that I have a declarable conflict of interest in this matter in relation
to the application by Altum Properties Group. I have known Leigh McCready, who is associated
with the applicant, in a volunteer capacity and who was involved with my 2020 election campaign
with Future Noosa, which is no longer an entity. As a result of my conflict of interest I will now
leave the meeting room while the matter is considered and voted on.
Cr Finzel left the meeting.
In accordance with Chapter 5B of the Local Government Act 2009, Cr Stockwell provided the
following declaration to the meeting of a declarable conflict of interest in this matter:
I, Cr Stockwell, inform the meeting that I have a declarable conflict of interest in this matter in
relation to the application by Altum Properties Group. On 24 February 2020 I sought a review by
the Independent Council Election Observer (ICEO) as to the public claims of the Future Noosa
Team, of which Leigh McCready was publicly identified as a Campaign Manager. Leigh McCready
is associated with the applicant. Although I have a declarable conflict of interest, I do not believe
a reasonable person could have a perception of bias. Therefore, I will choose to remain in the
meeting room. However, I will respect the decision of the meeting on whether I can remain and
participate in the decision.
Council Resolution
Moved: Cr Jurisevic
Seconded: Cr Wegener
That Council note the declarable conflict of interest by Cr Stockwell and determine that it is in the
public interest that Cr Stockwell participates and votes on this matter because Council believes
that a reasonable person could not have a perception of bias because the ICEO review was an
advisory service, not a statutory process, and Cr Stockwell’s queries at that time were in the public
interest and neither he nor Ms McCready stood to personally gain or lose from that advice and
therefore a reasonable person would trust that the final decision is made in the public interest.
Carried unanimously.
Cr Stockwell did not vote on the above motion.
Council Resolution
Moved: Cr Jurisevic
Seconded: Cr Lorentson

Re: Road Asset Management f a t\

Residents who live along Dolphin Bay Dr. and Whale Dr. in the northern section inshine Beachegake}
pride in our homes and our neighborhood. Our roads have deteriorated to the po at thay figh Cr feet
the standard that we hold ourselves to with regard to our own properties. We petit shir, <enie
urgent attention to the need to upgrade the infrastructure to improve both appearance f fonality.
Specifically, the curbs and storm drains are crumbling and subsiding, as shown on photo pages one and
two. These are the worst looking spots, but not the only places where concrete works need attention
Secondly, water has been running freely down Dolphin Bay Dr. for months now, and this has been a
frequent occurrence over the years. See photos on page two. The patchwork fixes have not improved the
situation. This area needs significant drainage work to carry water under amd away from the roadway.
Thirdly, the roadway has numerous potholes that have become puddles lately. See photos on page three
They have been patched repeatedly but the groundwater problems have never been addressed. Two
photos (18 April and 4 June) of the same pothole on page three show how quickly a two-week-old plug is
eaten out by vehicles.
The final photo page shows some of the numerous large patched areas and a recent sinkhole near a storm
drain, which has been marked by Council. Also on that page are photos of the crowded parking at the crest
of Dolphin Bay. Visibility is nil over the crest and the drivable area is barely suitable for a single vehicle. This
creates a dangerous situation when two cars come roaring uphill into that narrow, blind aperture.
The undersigned residents and owners respectfully request that Noosa Shire undertake an evaluation of
the conditions on these roads and undertake improvement works to upgrade the appearance and
functionality of our neighborhood roadways. With a new annual budget coming into effect this is an
excellent opportunity to earmark funds for these improvements.
