PLANNING & ORGANISATION COMMITTEE MEETING REPORT 17 JUNE 2014

The most recent review was undertaken in 2006 in a report titled “Parking & Transport
Contribution Rates in Noosa Shire”. A copy is provided in the Councillors Room. The report:
 took into consideration that construction costs and yield would vary due to topographical
   constraints affecting drainage requirements, retaining walls, landscaping and access;
 recognised the fact that given the opportunity to maximise onsite development and pay a one-
   off contribution for a shortfall in parking, a developer would choose to pay the contribution,
   particularly in central areas where rents and land value are high;
 acknowledged that the provision of off-street parking by Council is often at the cost of public
   open space; and
 concluded the contribution rate should be above the construction cost to reflect the real cost to
   the community of providing carparking at the expense of open space.

A review of the contribution rates is beyond the scope of the Noosa Plan review which is a high
priority for Strategic Land Use Planning at the current time. As part of the Noosa Plan review the
carparking requirements within the Noosa Plan Driveways and Carparking Code, which have
been in place for approximately 25 years, will be compared with other local governments that
have similar characteristics to Noosa and amended if necessary.

It is anticipated that a detailed report investigating parking contribution rates, feasibility, options
etc could be completed during the 2015/2016 financial year. In the interim it would be appropriate
for Council to use the former PSP13 as a guide when determining whether or not to accept
contributions in lieu of the provision of off-street parking and apply the Consumer Price Index to
the rates. To ensure Councillors support those instances where PSP13 could be applied, it would
be necessary to require all development applications seeking to make a contribution in lieu of
onsite parking to be reported to Council for a decision.

The table below outlines the contribution rate per carparking space for each central area
contained within PSP13 and provides the equivalent rate for 2014 after CPI has been applied.

CPI =                                    84.5                        105.2

PSP13 also lists the ways contributions may be used, which may still be applicable and can be
reviewed during 2015/2016:
a)    the acquisition of land for future provision of parking where practicable;
b)    the cost of demolition or relocation, where the land contains existing buildings or structures;
c) the construction of parking, including provision to ensure safe access and use of the
      parking spaces;
d)    the construction of parking in existing road reserves;
e) the rationalisation or other modification of existing parking to improve its utility; or
f) the improvement of public transport infrastructure to access the central area.

                                                                                      Page 69 of 112
