Kayak Hire and Tours –
Council received two applications for this activity. Noosa Ocean Kayak Tours and Hire is the
existing permit holder and has operated from main beach for approximately 14 years. The
respondent provided a strong and concise application and provided the evaluation panel with a
sound understanding of the business model. The respondent demonstrated a comprehensive
track record in the industry and appropriate levels of capital investment. The respondent’s
contribution to the local community, local economy and the number of industry affiliations was
also of a high standard. The respondent also demonstrated sufficient ongoing permit activity to
warrant being awarded the new permit. There have been no complaints from the community
regarding the existing permit holder over the previous permit term.

Beach Equipment Hire Main Beach –
Council received five applications for this activity. The panel recommends that Dorajar Pty Ltd
replace the existing permit holder (Go Ride A Wave). The respondent has operated beach hire
activities on Manly Beach since 1992 and Bondi Beach since 2009. Overall, the applicant was
strong across all criteria areas. In particular, the applicant provided evidence of a fresh look and
feel and a more contemporary approach to beach hire on Noosa’s most popular tourist beach.
There was also a strong commitment demonstrated regarding ingratiation into and contribution to
the local community. The level of capital investment was realistic in relation to the anticipated
level of service provision. Overall, the submission was concise, convincing and professional.

Beach Equipment Hire between Rockwalls –
Council received two applications for this activity. The existing permit holder has operated beach
equipment hire for many years and demonstrated sufficient competence across the criteria and is
recommended to be offered a further permit. There have been no complaints from the community
regarding the existing permit holder over the previous permit term.

Catamaran Hire Main Beach –
Council received one application for the activity from the existing permit holder (Noosa Beach
Sailing). The application was of minimal detail and did not satisfactorily answer the criteria. It is
recommended that this permit is not offered to the existing permit holder and is not subject to
further EOI. In the event that Council does not offer the permit, the catamarans will be removed
from storage from the beach.

Snacks and Drinks Refreshment Van Noosa Spit –
Council received one application for this activity which was from the existing permit holder. The
applicant demonstrated sufficient competence across the criteria and is recommended to be
offered a further permit. There have been no complaints from the community regarding the
existing permit holder over the previous permit term.

Beach Massage –
Council received one application for this activity which was from the existing permit holder. The
applicant demonstrated sufficient competence across the criteria and is recommended to be
offered a further permit. There have been no complaints from the community regarding the
existing permit holder over the previous permit term.

Stand Up Paddleboard Lions Park –
Council received one application and this was from the existing permit holder (Tropicsurf). The
panel does not recommend that this permit be offered to the respondent as the panel has viewed
written correspondence dated 29 May 2014 to Council which sought to influence the outcome of
the evaluation process outside of the evaluation panel. There are two EOI documents that clearly
