5.     CONCLUSION & REASONS FOR DECISION
The proposed use is not defined as roadside stall given the proposal includes on site seating for
patrons and includes the sale of products not typically anticipated in a roadside stall. The proposed
use is more appropriately defined as a food and drink outlet. A food and drink outlet is not a rural
activity, is not a compatible use and does not protect the characteristics of the rural area, and as
such the proposal is recommended for refusal.
