PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 APRIL 2022
Figure 7– Void proposed by applicant
Whilst the applicant has advised that they are willing to accept a condition requiring compliance
with the plot ratio requirement it remains unclear as to how this will be achieved.
Site Cover
As detailed in the table above the proposal does not meet site cover provisions proposing a site
cover of at least 44%.
The Medium Density Residential Zone Code details specific provisions relating to building scale
and bulk as specified in the following Performance Outcomes:
Building Scale and Bulk
PO9
Development:
a) is of a scale compatible with surrounding development and the particular circumstances of
the site; and
b) does not present an appearance of bulk to adjacent properties, roads or other areas in the
vicinity of the site.
Site Cover
PO10
Site cover of development:
a) does not exceed 40% of the site area; or
b) for small dwellings or for development which provides a ratio of at least three small
dwellings to one other dwelling, does not exceed 45% of the site area.
The planning scheme requirement for site cover delivers certainty to the community and
developers as to what is an acceptable level of built form on a site. In turn, compliance with site
cover enables development to be of a scale that is compatible with surrounding development whilst
ensuring that the built form does not present an appearance of bulk and sufficient landscaping is
achieved on site. In this instance, the exceedance of site cover results in a development that is
inconsistent with surrounding development and will result in the presentation of excessive bulk to
surrounding properties.
