that the provision of both the gold standard and compliance with the planning scheme is achievable
and that no mechanism has been provided to ensure that the housing is delivered to persons with
limited mobility. Similarly, the non-compliances with site cover, setbacks and landscaping are not
supported on the basis that they will result in development that is inconsistent with the streetscape
and the prevailing and intended character of the area. Due to the number of elements conflicting
with the planning scheme and extent of non-compliance it is not appropriate to condition an
approval or issue a preliminary approval on the basis that significant changes to the built form are
required.
