GENERAL COMMITTEE MEETING AGENDA 14 MAY 2018
While White-Lille Pty Ltd offers Council the second highest financial return of all submissions,
their response demonstrates an excellent ability to meet the requirement of the lease agreement
and provides evidence of their ability to operate an existing local hospitality business. White-Lillie
Pty Ltd also demonstrate a strong track record in the industry.
White-Lille Pty Ltd is recommended as the preferred contractor for lease agreement 1718T126.
Previous Council Consideration

Finance
The lease agreement will provide a commercial financial return to Council for the life of the
contract.
Risks & Opportunities
A formal lease agreement will be entered into following Council approval. As part of that lease
agreement, Council will retain a bank guarantee for an amount equal to three (3) monthly rent
instalments ($13,750 incl. GST) in order to mitigate financial risk.
The risk of not awarding lease agreement 1718T126 is that the NAC will be left without a café
operator beyond 30 June 2018, forcing Council to either accept this situation or alternatively, to
operate the café using NAC staff.
