EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Special Meeting dated 30 June
2021 and:
A. Pursuant to section 174 of the Local Government Regulation 2012, adopt for the 2021-22
financial year its annual Operational Plan 2021-22, provided as Attachment 1 to the report;
and
B. Defer a review of the Noosa Council Corporate Plan until 2022 when Council’s new Chief
Executive Officer has commenced.
REPORT
Council is required to adopt an Operational Plan each year which sets out its projects and priorities
that support it achieving its long term objectives. As required by the legislation, Council’s progress
in achieving the outcomes set out in the Operational Plan is also reported to Council on a quarterly
basis.
The format and content of the 2021/22 Operational Plan was developed to reflect our current
Corporate Plan. The Corporate Plan was scheduled for review in 2021 but with the upcoming
retirement of the CEO, this is proposed to be deferred until 2022 so that the new CEO can go through
this process with the Council. It is the new CEO who will be responsible for implementing the new
Corporate Plan.
Feedback from Budget Consultation
Council will recall that we sought feedback from the community in March/April 2021 about our
budget. As part of that process, we received a very detailed submission in relation to how we can
improve our Operational Plan. That submission made some very good points about how we can
improve our existing Operational Plan to make it more meaningful, targeted and accountable in terms
of what we are seeking to achieve in the next 12 months. As a result of that feedback, the format
and structure of our Operational Plan has been considerably improved.
