3.3 LINK ASSESSMENT

The key road corridor for the proposed development site is Elm Street (Cooroy Connection Road) that runs along the site
frontage. This route is single lane carriageway within the development area of interest. The location of the route within the
local road hierarchy is an arterial route. Arterial routes consisting of single lane carriageway can typically accommodate
an “amenity” volume of 950 vehicles per hour per lane. Further south of the site at Diamond Street eventually becomes
the Cooroy – Noosa Road arterial link to the east. Similar to Elm Street, this arterial road is single lane carriageway and
can typically accommodate an “amenity” volume of 950 vehicles per hour per lane.

The local roads Lamonts Road and Trading Post Road within the vicinity of the site are no-through routes. Since these
routes currently provide property access to local residents only, and are lowly trafficked (anticipated <200vpd) Lamonts
Road and Trading Post Road have not been included in the following road link assessment. However do note that
Lamonts Road is currently unsealed along its entire length, and provides access to several residential dwellings
(estimated to be less than 5) as well as the heli-aviation company. Austroads Guidelines indicate that unsealed road links
may accommodate up to 150vpd. It is anticipated that the background traffic volumes along Lamonts Road currently
exceed this threshold. The development traffic along Lamonts Road may vary up to 410vpd along the western extent of
the route.

The existing 2014 estimated through traffic volumes and the future 2028 traffic volumes have been obtained from traffic
counts as well as traffic survey data obtained from the Department of Transport and Main Roads.

The road link assessment in Table 3-5 indicates that the road corridors surround the site are generally operating with
reserve capacity at the link level. However, the capacity of the major arterial route Elm Street in the southbound direction
is constrained from Pearsons Road south to Diamond Street.

The development traffic is anticipated to have minimal impact on the practical capacity of the existing major road
corridors during peak periods.

The proportion of heavy vehicles accessing the site is negligible with only about 2 service vehicles per day expected.

The road corridors in the vicinity of the proposed development site are anticipated to provide good emergency vehicle
access surrounding the proposed site. There are many passing opportunities for private vehicles to allow for emergency
vehicle priority, as all of the streets and roads surrounding the site are two-lane or their width allows for stopping
opportunities.
