S ITE A TTENDANCE
Matthew Duncan, the Director and Principal Arborist of Consult Arborist, attended the site at
the Reef Noosa on Wednesday, 18 February 2026.
A basic assessment of the two subject Weeping Fig trees closest to the works was undertaken
and cross-referenced with the proposed project design at the time.

S ITE AND P ROJECT R EVIEW
The proposed project intends to relocate a Fire Hydrant Booster from its current location on
the northern entrance to the basement carpark of The Rise Noosa Resort to the southern side
in between two mature Weeping Fig Trees. The trees appear to straddle the property boundary
and are positioned 3m from the building structure within a garden bed that runs parallel with
the Noosa Drive road reserve footpath. The subject trees are the two northern trees of a group
of three that were planted approximately 25-30 years ago.
Project plans reference: 2395-Noosa Reed Binded 260327
The project plans illustrate new below-ground pipework to cross the concrete driveway,
emerging on the edge of the garden bed within private property. This excavation work will
require the cutting of any roots that obstruct the trenching in this limited location. The pipework
is then to continue overground for approximately 5-6m, mounted to the side of the current built
structure. At this point, it turns 90 degrees towards the road for approximately 2m, between
the two subject trees, to the new Fire Hydrant Booster box. The Fire Hydrant Booster box is
proposed to be constructed on a 150mm concrete plinth approximately 1.5m x 2m. It was
advised that its construction would only require a shallow-depth levelling excavation with the
pad poured to create a platform standing proud of the ground.
No trenching between the trees is required to install the pipework.
Any excavation works within the garden bed are to be undertaken using a hydro-vac to allow
for accurate excavation and to minimise any over-digging. Whilst these works are being
undertaken, a Project Arborist is to supervise and cleanly cut and document any roots
uncovered. It is expected that only a nominal percentage of roots will require cutting. Weeping
Figs, as a species, have a very extensive root system that can tolerate the root pruning that
would be required for this project. These works are not expected to cause detrimental harm to
the trees' long-term health or suitability for retention.

P ROJECT P LANS
Project plans have been drawn up by Cayas + Ward and Cushway Blackford Consulting
Engineers. Consult Arborist provided an early design assessment and advice to explore
options relating to tree preservation to assist with the final design.
An accurate representation of the trees and the current project design is included on the
project plans.

T REE P ROTECTION S PECIFICATIONS
For the proposed retention of the above trees onsite, the following guidelines are
recommended to be implemented to minimise the impact of the Project works. The protection
recommendations offered will be guided by AS4790 – 2025 Protection of trees on
development sites, industry best practice and the supervising presence of a suitably qualified
and experienced Arborist with a high level of experience as an onsite Project Arborist.
The successful retention of the trees will be bettered by the education and cooperation of all
parties of the construction team during the build, and the presence of the Project Arborist on
site to assist and advise during the excavation works carried out within proximity of the trees.
ALL workers on the site are to be made aware of the Tree Protection Guidelines and any site-
specific measures by the main contractor before commencing works.
Due to the nature of the site, standard TPZ fencing is not achievable. The TPF can be erected
in a non-standard alignment that may incorporate the public site fencing. These measures will
be established between the project and the Project Arborist. Additional caution will be required
as the works will be within the TPZ of the trees.
Take all necessary precautions, including but not limited to the following:
x Appropriate signage, i.e., ‘Tree Protection Zone’ and ‘No Go Zone’, must be erected at
the boundary of the TPZ to prevent vehicles from entering and prevent stockpiling from
occurring near retained trees/vegetation.
x No damage is to be caused to tree trunks and bark (i.e., do not attach guides or stays to
trees/vegetation) – trunk protection may be used if appropriate.
x No excavation works/open trenching to encroach within the TPZ of retained trees unless
under the direct supervision of the Project Arborist.
x Approved excavation works should be undertaken with the machines sat on protected or
solid ground away from the tree, and work performed perpendicular to the tree.
x Where necessary to cut roots, this shall be undertaken by the Project Arborist.
x No storage or otherwise placing of spoil, bulk or potentially harmful materials (i.e.,
construction refuse, concrete waste, herbicides, diesel, etc.) under or within 1m of TPZs.
x Avoid ground compaction under trees. If compaction occurs (i.e., from site access or the
location of a construction plant or vehicle parking), notify the Project Arborist and obtain
their instructions.
x Ground Protection: Where construction encroaches into the TPZ of trees to be retained,
it shall be necessary to install protection to avoid compaction of the ground surface, lateral
and absorbing roots.
x Any damage to trees during work is to be rectified according to AS 4373/96 Pruning of
Amenity Trees and best horticultural practices. The Project Arborist is to guide the works.
x Where deemed beneficial, mulch the entire ground surface within the TPZ with Forest
Blend Organic Mulch or site mulch to a depth of 100mm and install a temporary irrigation
system or manually water to ensure that soil moisture levels are adequately maintained.

D ISCLAIMER AND L IMITATIONS OF L IABILITY
The information contained in this report has been prepared independently, free of any bias and represents the honest opinion of
the consulting arborist.
All data is based on visual inspection of the tree(s) and their location at the time of writing, unless otherwise stated. The report
includes opinions, advice, and recommendations based on information gathered during site inspections conducted by the author
and data supplied by the Client (Cayas + Ward).
All information received from the Client shall be deemed to be true, accurate and up to date.
To the extent permitted by law, you agree that Consult Arborist Pty Ltd is not liable to you or any person or entity for any loss of

information presented in this report. In no event will the author be liable for any lost revenue or profits, or for any special, indirect,
consequential, or incidental damages (however caused and regardless of the theory of liability) arising out of or related to your
use of this information, even if the author has been advised of the possibility of such a loss or damage.
Consult Arborist Pty Ltd cannot be held responsible for the effects of non-conforming works carried out by inadequately qualified
staff or without the supervision of Consult Arborist.
Unless otherwise stated, this report may not be used in a court of law or any legal proceeding without the prior consent of Consult
Arborist Pty Ltd. The author is not required to provide testimony or attend court based on this report unless subsequent contractual
arrangements have been made.
The information contained in this report pertains solely to the tree(s) that were inspected on 18/04/2026 and reflects their condition

No warranty or guarantee, expressed or implied, is made that the problems or deficiencies identified in the plants or property will

Arborists cannot detect every condition that could potentially lead to the structural failure of a tree. Trees are living organisms
that fail in ways not fully understood, and conditions can often remain hidden within a tree or below ground. Consult Arborist Pty
Ltd, and the author cannot guarantee that a tree will be healthy or safe under all circumstances or for a specified period.
This report does not account for the possibility of extreme weather events or other factors beyond the control of Consult Arborist
Pty Ltd.
Treatment, pruning, and removal of trees may involve considerations beyond the scope of the arborist’s services, such as property
boundaries, ownership issues, disputes between neighbours, sightlines, landlord-tenant matters and similar concerns. Consult
Arborist Pty Ltd cannot address such issues unless complete and accurate information is provided. Furthermore, Consult Arborist
Pty Ltd cannot be held responsible for the authorisation or non-authorisation of any recommended treatment or remedial measure.
Arborists are specialists who use their education, knowledge, training, and experience to examine trees, recommend measures
to enhance the beauty and health of trees and attempt to reduce the risk of living near trees. While trees can be managed, they
cannot be controlled. To live or work near a tree involves inherent risks, and the only way to eliminate all risks associated with a
tree is to remove it entirely.
Clients may choose to accept or disregard the recommendations of Consult Arborist Pty Ltd or to seek additional advice.
