Traffic response
Attached to the e-mail MCU18/0097 - Response to Further Advice - Traffic and Stormwater - 115 Eumundi Noosa Rd, Noosaville.
15 February 2019 Our Ref: 17GCT0161 Your Ref: MCU18/0097 Attention: Jason Hauser Good Shepard Lutheran College C/- Burling Brown Architects PO Box 930 Southport QLD 4215 Dear Nathan, RE: Good Shepard Lutheran College, 115 Eumundi Road, Noosaville QLD – School Car Park TTM have been engaged by Good Shepard Lutheran College to prepare a traffic engineering letter investigating the formalisation of a proposed car park. It is understood that this report is to accompany a response to further advice from Noosa Shire Council (ref: MCU18/0097, email dated: 19 December 2018). The aim of this assessment is to provide a response to Councils request, with respect to likely impact on the local road network, on-site signage arrangements and discussing the proposed school related pick-up / drop- off arrangements. Item 1 Internal Vehicular Connection The master plan does not show an internal vehicular linkage between the new parking area and the Goodchap St access roundabout. For the reasons previously outlined, such a link is considered necessary for longer term satisfactory functioning of the campus set-down and parking areas. Otherwise, most school traffic is likely to be ultimately forced to use the Walter Hay Drive accesses (which already experience significant congestion when departing from the campus in the PM peak) whereas there is significant capacity for traffic to exit into the Goodchap St roundabout from the campus at that time. Response It is not feasible to provide an internal vehicular connection between the proposed car park and the Goodchap Street access roundabout. Such a connection would require either partial demolition of the existing multi-purpose / performing arts centre or acquisition of land from Energex. The first option is financially not viable, as schools have limited budgets and funding; and, the second option is not practical as Energex would not sell off its land / assets. Furthermore, TTM consider that and internal vehicular connection is not necessary for satisfactory
operations of the Walter Hay Drive accesses.
TTM understands that concerns have been raised relating to congestion during the PM peak period, ie
students being picked up from school.
TTM’s experience indicates that this form of traffic congestion generally occurs from parents/guardians
arriving early and queuing onto the road network; rather, than solely due to the design of the internal pick-
up / down-off and road layout. It is proposed that an additional drop-off / pick-up arrangement be
constructed as part of the works and a formal traffic operations plan (for drop-off / pick-up) be implemented
to instruct parents/guardians on how/where/when to pick-up their children. This is described in more detail
in TTM’s response to Item 2.
Therefore, TTM consider that the current traffic operations outlined in Council’s response, ie queuing from
Walter Hay Drive and capacity for traffic to exit onto Goodchap St roundabout, would not accurately reflect
future traffic operations of the school.
Item 2 Priority of Pick-up and Drop-off Area
The proposal plans now also show significant reconfiguration of the existing Walter Hay Drive bus set-down
and parking area. There is no assessment or justification for that significant reconfiguration proposed in that
area. There are significant concerns with the layout of that reconfiguration area in that priority of vehicles
appears confusing, and concern that introduction of a pick-up / drop-off in that area of the carpark is likely to
lead to the same queue back issues onto Walter Hay Drive, that already unsatisfactorily occur at the
Goodchap St pick-up / drop-off area in the PM school peak. In its current form, without further detailed
assessment and justification, the proposed reconfiguration in that area is not supported.
Response
The proposed plans show a reconfiguration of the existing Walter Hay Drive bus set-down and parking area,
as shown enclosed and in Figure 1.
The proposed reconfiguration of the existing Walter Hay Drive bus set-down and parking area is to provide
the following:
• a suitable pedestrian link between the proposed car park and school site
• a 90m long drop-off / set-down aisle for parents, space for approximately 11-12 vehicles
• a 50m long bus set-down area (as existing)
• a through lane for vehicles exiting the proposed car park
• operate with one-way vehicular movements
TTM consider the proposed arrangement to be beneficial to the operations of the school and the local road
network. This is due to the following:
2
Page 3
• Good Shepard Lutheran College would now be provided with 2 separate passenger pick-up / set-down
areas (ie one from accessed from Goodchap Street and one from Walter Hay Drive). This would double
the passenger pick-up / set-down capacity of the school.
• This would increase the overall formal pick-up set-down areas across the school, thereby, improving the
PM peak conditions.
• The bus set-down area would be the same length as the existing bus set-down, as no change to the bus
numbers is proposed; this arrangement is considered suitable.
• There is a through traffic lane that allows vehicles to egress the car park and pass queued vehicles
• On-site circulation of vehicles is designed and permitted
Figure 1: Proposed Walter Hay Drive Bus Set-Down, Parent Set-Down / Pick-Up and Parking Area
As discussed in TTM’s response to Item 1, it is outlined that a traffic operations plan be incorporated to
effect suitable traffic operations for the school’s PM peak period. TTM’s recommend that the traffic
operations plan include (but not limited to) the following:
• Separation of the designated pick-up / drop-off areas ie Goodchap St access for P-6 and Walter Hay Drive
for 7-12 (siblings go to pick-up area of younger child)
• Parents told not to arrive earlier than the end of school ie this is to prevent early queuing of vehicles
before school is over.
• Parents instructed to ‘move on’ (ie loop around and circulate) from queuing in the pick-up drop-off lane
after waiting approximately 2 minutes. This would keep the flow of vehicles through the pick-up drop-off
lane.
• Teachers be designated to assist with the pick-up procedure, ie calling out childrens names during pick-
up, instruction parents to ‘move on’, if required
• Parents be made aware of the traffic operations plan and how they can pick up their children
3
Page 4
Based on the points outlined above, TTM consider that the proposed reconfiguration of the Walter Hay Drive
set-down area and the implementation of a traffic operations plan would provide the school with improved
traffic operations both on-site and with the surrounding transport network.
Item 3 Pedestrian Footpath
The proposed 1.2m wide pedestrian path access linking the new parking area to the campus, beside the
swimming pool, is only achieved with the relocations of the existing bus set-down facility discussed above. A
constrained 1.2m pedestrian width, with structure on one side and a roadway on the other, appears very
narrow within a school environment.
Response
The Department of Transport and Main Roads ‘Planning for Safe Transport Infrastructure at Schools’
technical guidance outlines that internal, major footpaths at large sized schools (greater than 1,000
students) should have a minimum width of 4.5m.
The proposed pedestrian access path between the proposed car parking area and school has been amended
and is proposed to be approximately 4.7m wide. The proposed footpath width is in excess of the DTMR’s
technical guidelines. Therefore, TTM considers the proposed access footpath to be suitable to cater for the
needs of the development.
Item 4 Access to Car Park Priority
The TTM report identifies proposed give way signage for traffic departing from the new carpark area, back
onto the existing carpark, but does not address the issue of priority for vehicles entering the new parking area
– who is supposed to have priority after entering from Walter Hay Drive and turning left into the new carpark
- Is it traffic circulating in the aisle of the new carpark, or traffic entering from the Walter Hay Drive access?
Response
The amended proposed car park plans, shown in Figure 1, demonstrate that vehicles accessing the site have
priority and vehicles egressing the new car park would give way to accessing vehicles.
TTM recommend that the new car park incorporate the signage and linemarking depicted in Figure 2. This
would further give priority to vehicles accessing the site and minimise queuing on to Walter Hay Drive.

Page 5
Give-way linemarking
Figure 2: Proposed Car Park Access
Item 5 Proposed Car Park Access
The proposed signage identified in Figure 3 of the TTM report to delineate the new parking area as being for
staff and student parking only, not for drop-off and pick-up parking, is inadequate. Prior to entering the new
carpark, it needs to be clear to users whether they are permitted to enter the parking area or not. Most of
the proposed new parking spaces are 2.4m wide, but some are proposed to be 2.6m wide. Is that because
the 2.6m wide spaces are intended for pick-up and drop-off?
Response
The new car park is to predominately be for staff parking. These spaces are to be 2.4m wide. There are to be
a number of visitor / parent spaces that are to be 2.6m wide. The visitor spaces are to be clearly signed and
linemarked.
TTM understands that parents are to be made aware of where parking is to be permitted and not permitted;
this would be through school newsletters, liaising with staff / teachers, notes home from teachers to parents
and general communication with the school. Parents / staff / students would also access the carpark / get
picked-up everyday, so they would be familiar with the traffic environment of the area.
5
Page 6
Therefore, the proposed signage and linemarking is considered suitable and TTM consider that parents /
staff / students would generally be aware of the traffic operations of the area.
Conclusions
Based on the assessment contained in this letter, it is considered that the parking and access arrangements
to the school are considered suitable; and, it is expected that the proposed works would improve the traffic
operations at Good Shepard Lutheran College.
Yours sincerely,
