1.0 INTRODUCTION
Walsh Consulting Engineers have been commissioned by I love Pomona Pty Ltd to prepare
an Engineering Report in support of an application to the Noosa Council for a proposed
residential sub-division located at 7 Triller Court, Pomona. This report has been written in
response to Noosa Council’s Information Request, dated 21st February 2022. Further
amendments have been made to reflect changes to the development layout.
This report addresses the following areas of civil design and construction:
• Access & Roadworks
• Earthworks
• Flooding
• Stormwater Management
• Sewerage Reticulation
• Water Supply
• Electricity and Telecommunications
This report is to be read in conjunction with the associated Town Planning Report and all
other specialist reports attached to the preliminary development application. This report
concludes that there are no major engineering constraints or impediments to the
proposed development, and that all necessary infrastructure is readily available for the
subject site.
4
Section 5
2.0 SITE DESCRIPTION
A site locality plan is attached as Appendix A.
The proposed development is located at 7 Triller Court, Pomona and is identified as Lot 4
on SP320405. The total site area is 3.649ha.
The subject site currently contains an existing residential dwelling, an existing dam and
several ancillary structures. It is proposed that the existing dwelling will be retained over
Lot 5 with remaining structures to be retained over Lot 6. The existing dam will be drained,
desilted and filled as part of proposed operational works.
The site is located on a minor ridge and therefore grades in a north-easterly and southerly
direction at varying grades of 10-20%. Elevations range from RL123m AHD at the western
boundary of the site down to RL101m AHD at the mid-point of the northern boundary and
RL93m AHD at the south-eastern corner of the site.
The site is zoned Low Density Residential and Rural Zone and is located within the Pomona
Local Plan Area Map.
3.0 PROPOSED DEVELOPMENT APPLICATION
The application is for Reconfiguration of a Lot approval to establish 3 rural residential
allotments and 1 balance rural allotment. A minor extension to the existing private road
‘Triller Court’ is also proposed with private access driveways and service (water, electrical
and telecom) infrastructure to be provided in accordance with Noosa Council, Energex
and UnityWater standards.
5
Section 6
4.0 ACCESS & ROADWORKS
The attached Drawings No. C6361/22/P02-03 included within Appendix B shows the
proposed access arrangement for the development site.
Access to new allotments will be taken from the existing private road ‘Triller Court’.
Proposed Lot 7 is to be a ‘battle axe’ allotment. A new residential crossover will be
constructed to service Lots 4-7 in accordance with IPWEA Standard Drawings RS-049 and
RS-050.
It is proposed to provide a minor extension to the existing Triller Court road pavement in
order to provide suitable access for residents and QFES vehicles.
5.0 EARTHWORKS
The subject site currently supports development works with minimal earthworks
required. Minor trimming, filling and excavation works for road construction, drainage,
landscaping and water reticulation will be undertaken as part of proposed development
works. Suitable building pads are readily achievable within the large building envelopes
provided on each allotment.
An existing dam located within existing Lot 3 on SP320405 and proposed Lot 4 is to be
drained, desilted and filled as part of proposed development works. Consent to undertake
these works has been provided by the adjacent property owner at 5 Triller Court (Lot 3
on SP320405). Refer to Appendix G for signed letter of consent.
Details of proposed earthworks will be provided as part of future Operational Works
applications.
6
Section 7
6.0 STORMWATER MANAGEMENT
6.1 Legal Point of Discharge
Engineering Drawing C6361/22/P05 attached as Appendix B indicates the Legal Point of
Discharge (LPOD) and existing/proposed stormwater drainage infrastructure for the
development site.
The site is located on a minor ridge and slopes in a north-easterly and southerly direction
at varying grades of 10-20%. Under existing conditions, stormwater runoff is conveyed
towards the northern and southern boundaries as sheet and well-defined channel flow.
Stormwater runoff currently discharges to existing well defined flow paths and existing
stormwater infrastructure located in Reserve Street. The site accepts stormwater runoff
from upstream external catchment to the west and north.
It is proposed to maintain the existing drainage regime and direct development site
stormwater runoff to these existing discharge points via appropriate flow dissipation and
scour protection devices (where required). The existing well defined overland flow paths
and existing stormwater infrastructure located in Reserve Street are considered to
represent the legal points of discharge for the subject site and minor upstream external
catchments based on the following;
- The existing waterways downstream of the site are heavily vegetated. No
discernible adverse impacts will result from proposed development works.
- The existing waterways area are not utilised by downstream property owners for
either rural/agricultural or residential purposes. No nuisance or loss of enjoyment
will result from proposed development works.
7
Section 8
- Proposed development works will not result in significant increases to peak water
levels within existing overland flow paths.
- Recent changes to the local area planning provisions have resulted in downzoning
of adjacent allotments. These properties are zoned Environmental Management
and Conservation and will not be subject to future development. The proposed
development works may be considered a one-off modification to the local
catchment.
This approach is also considered to satisfy Section 3.9.1 of the Queensland Urban
Drainage Manual (QUDM 2016), which describes the lawful point of discharge test. The
first part of the criteria for determining the lawful point of discharge is;
i) Will the proposed development alter the site’s stormwater discharge
characteristics in a manner that may substantially damage a third party property?
• If not, then no further steps are required to obtain tenure for a lawful point
of discharge (assuming any previous circumstances and changes were
lawful).
• If there is a reasonable risk of such damage, then consider issue (ii) or (iii).
8
Section 9
The above test must also be considered in the light of the common law requirements of
Section 3.7, and 3.7.1 of QUDM 2016 which amongst others includes;
“Alterations to the natural flow regime will be lawful if all necessary statutory approvals
have been obtained and complied with, and:
• There is no nuisance or interference to the use or enjoyment of affected land;”
and
• The person from whose land the water flows (upstream owner) is not liable merely
because water flows naturally from the persons land onto another person’s land
(downstream owner).
6.2 Flooding
The attached Flood Map (Appendix C) indicates that the site is not subject to inundation
by current or future extreme flood events. It is noted that the existing flood inundation
extent is located at the eastern boundary of the site and is generally confined to the
Reserve Street road corridor.
All allotments will be provided with appropriate freeboard to maximum water levels in
accordance with Noosa Shire Council’s (NSC) Planning Scheme Policy.
9
Section 10
6.3 Stormwater Quantity Management
Refer to Engineering Drawing C6361/22/P05 and P07-08 attached as Appendix B for
details of proposed stormwater drainage.
Development works within the subject site will increase the total impervious percentage
of the northern and southern catchments from 0% to 10% and 0% to 40% respectively.
The total Time of Concentration (TOC) will remain similar in the developed case due to
upstream contributing catchments.
When considered as part of the total catchments contributing stormwater runoff to the
northern and southern flow paths, these changes will increase the total impervious
percentage from 0% to 6% and 0% to 2.8% (respectively). These changes to catchment
drainage characteristics will result in minor increases to peak discharge at the northern
and southern legal points of discharge.
Refer to Table 6.3a-b for a summary of the pre and post developed flows for the northern
and southern catchments. Refer to Appendix D for detailed Rational Method calculations.

The increases to peak discharge within the existing overland flow paths are minor and, as
noted in Section 6.1, will not result in discernible adverse impacts downstream of the site.
The existing waterways are heavily vegetated and have limited potential for future
development given the changes to the local area planning provisions and subsequent
downzoning of adjacent allotments.
No onsite detention measures are proposed as part of this development application.
6.4 Water Quality Management Plan
An assessment has been undertaken to determine whether the proposed development is
subject to State Planning Policy (SPP) water quality objectives. Trigger Questions have
been applied to the development to determine if SPP compliance is required. Refer to
Table 6.4a for details.
Table 6.4a -State Planning Policy Trigger Questions

Section 12
The intended land use (rural residential plus balance rural allotment) is considered low
impact with respect to pollutant load generation when compared to typical urban
developments. The target pollutants for water quality management in new developments
are typically organics (phosphorous and nitrogen), suspended solids (sediment) and gross
pollutants (litter). A large percentage of these pollutants are released to downstream
waterways as a result of land disturbance associated with earthworks and building
operations. The proposed development works will include erosion and sediment control
measures during the construction phase and minimal pollutant load generation during
the operational phase.
Proposed new pavement areas will be directed to a vegetated swale drain (>100m) long
which will provide primary and tertiary water quality treatment prior to discharge at the
existing waterway. The high overall percentages of pervious surfaces within the site will
disconnect impervious areas and promote infiltration of stormwater runoff.
7.0 SEWERAGE
The revised development application proposes rural residential and rural allotments.
Onsite treatment of wastewater will be provided for each new allotment. Details of
proposed treatment systems to be provided as part of future Building Applications to
Noosa Shire Council.
8.0 WATER SUPPLY
A layout of the proposed water reticulation is included on Drawing Number C6361/22/P06
in Appendix B.
12
Section 13
An existing 100mm diameter water main exists within the Triller Court road reserve. An
extension to this main will be constructed within the combned access and services
easement (Lot 7 handle). The new main will include appropriate flush out points in
accordance with UnityWater guidelines. It is proposed that Unitywater will supply and
install individual water meters to service new allotments upon lodgement and payment
of the applicable fee.
9.0 CONCLUSION
The proposed residential subdivision at 7 Triller Court, Pomona may be readily serviced
by infrastructure available within or near the subject site.
Minor filling and excavation will be undertaken to provide suitable access road grades,
services and drainage infrastructure.
The proposed allotments shall be provided with adequate freeboard to the existing 1%
AEP flood event. Given the small scale of the development and in accordance with State
Planning Policy guidelines, stormwater quality management is not required for the site.
Stormwater runoff is directed to existing well-defined overland flow paths. No adverse
impacts will result from proposed development works, therefore peak flow management
is not required.
The development will be serviced by onsite sewer treatment. Connection to existing
water services can be readily achieved.
There are no constraints or impediments to the proposed residential development that
cannot be overcome by suitable engineering design and best practice construction
methods.
