Dear Lauren

I refer to the Department of Infrastructure, Local Government and Planning Information Request dated 15
January 2016. Below provides a response to the requested information and includes the following supporting
information:

-   Updated Noise Impact Assessment prepared by Ask Engineering;
- Updated Traffic Impact Assessment prepared by Calibre Engineers; and
- 2015/16DTMR memorandum response prepared by Calibre Engineers.

Item 1 - Road Traffic Noise Assessment Report

Please see attached undated Noise Impact Assessment prepared by Ask Engineering.

Item 2-3 - Public Passenger Transport

Please see attached updated Traffic Impact Assessment prepared by Calibre Engineers.

Regarding Bus Bays on Elm Street in the vicinity of the Development Site, we are proposing to construct a bus
bay in accordance with the existing Material Change of Use Approvals for the site (Application No:
132007.2398.02 dated 3 March 2015). This approval was a Change to Existing Approval dated 8 February
2010.

Conditions 43 and 44 of the approval consider the Bus Stop. Condition 43 states:

“The applicant shall design and construct a bus stop on Elm Street to the frontage of Lot 135 MCH 978 (north
of 156 Elm Street) at approximately 70m south of the centre line of Pearson Road intersection. A Development
Permit for Operational Works shall be required.”

Works on the site have progressed on the basis of this Condition.

In November 2015 there was correspondence between DTMR and Calibre consulting, refer to the attached
DTMR Memo dated 16 November 2015 and Calibre Response 15-001261.RF01.RB.sg dated 14 January 2016
(attached).

It is evidential from the correspondence that the development of the road functionals for Elm St are based on
the previous site approvals. This proposal is for one bus stop on the south bound lane and identification for
provision of a future bus stop (by others) adjacent to the north bound lane (refer to DWG 15-001261-RF02
Rev B). Further, it is also understood that other developments in the area have previously be conditioned to
construct a bus stop south of Elm St / Pearson Rd Intersection.

Finally, it is noted that:

- It is undesirable to place bus stops north of the Pearson Rd intersection, due to the higher speed
     environment; and
- A courtesy bus is provided on site for all Palm Lake Resorts throughout Australia.

On this basis, it is considered reasonable to provide the bus stop as per the previous development approval.

Please be advised that this response is provided under 278(1)(a) of the Sustainable Planning Act 2009 (SPA).

Please do not hesitate to contact me on 5552 1326 or via email [email protected] should you have
queries.

Yours sincerely
Palm Lake Works

Town Planner
